Position: IBM Mainframe/COBOL/CICS Programmer Location: New York, NY Duration: 13 Months Rate: Market *Mandatory Requirements:* 1. Proven Experience with Payroll/Timekeeping software packages -preferably INFOR (formerly Extensity/Geac) MSA. 2. Expertise in MVS COBOL, CICS, VSAM, JCL and Secure FTP processing. 3. Superior testing skills in a mainframe environment. 4. Excellent interpersonal skills involving interfacing with Payroll's user areas which include the Controller's Office, Treasury Department and Benefits Department 5. Hands on experience dealing with critical file transmissions and solving FTP problems 6. SAS, Visual Basic 6.0., Oracle forms 6i, MS Access 2003 are all pluses but not requirements. 7. Excellent oral and written skills 8. Proven experience implementing systems and enhancements in a large-scale IBM mainframe Environment. 9. Hands on experience implementing, supporting, utilizing and troubleshooting COBOL online and batch programs. 1. Ability to work as a Project Leader role in an IBM COBOL mainframe environment. *Background:* The TIS Payroll Applications group is responsible for the design, development, technical support, maintenance and enhancements made to the Infor (formerly extensity/GEAC) MSA Payroll, family court, garnishment, unclaimed checks, replacement checks, military leave, check stub, pension administration and pension loan systems. These systems calculate and produce over 48,000 NYCT employees' checks on a bi-weekly basis. *Purpose:* Consulting services are being requested for an individual to provide software development, maintenance & technical support for the Infor MSA Payroll system which resides on a mainframe Cobol MVS batch/online platform. The consultant will be responsible for preparing system development life cycle deliverables and other pertinent planning documentation required during the coding, design and business requirements involved with, COBOL, JCL, CICS, VSAM and Secure FTP based software projects. In addition to providing day-to-day support of the Payroll system, the consultant will be performing programming activities, testing and implementation tasks associated with any Legally Mandated initiatives from the User groups including General Wage Increases and possible retro-active payments for the various employee populations at NYC Transit which can be either represented by a Union (TWU, ATU, SSA etc) or not (career and salary non-reps and Managers). The consultant needs to be well versed in dealing with the File Transfer Process (FTP) and with Payroll applications software -INFOR experience is a big plus. *Scope of Technical Requirements:* The service period covered by this scope of work is estimated to be until NYCT's Payroll and related sub-system as re migrated over to the MTA's Business Service Center (6/29/2009 -12/31/2011). The consultant will be required to work an 8 hour work day( 1 hour unpaid for lunch). NYCT prefers the consultants be locally based in the tri-state area as the project funding does not include expenses such as airfare or hotel. Work will commence upon awarding of the contract and will be Monday to Friday, excluding NYCT holidays. *Consultant Deliverables:* The consultant will be responsible for preparing system development life cycle deliverables and other pertinent planning documentation required during the coding, design and business requirements involved with COBOL, JCL, CICS, and VSAM based software projects and the Software Package for Payroll called INFOR (previously known as GEAC/Extensity). In addition to providing day-to-day support of the Payroll system, the consultant will be performing programming activities, testing and implementation tasks associated with any Legally Mandated efforts. The consultant also will be responsible for advising management on the feasibility of user requests.
