*Description:*
The Colorado Department of Education (CDE) is seeking a qualified staff
augmentation resource to provide senior level Informatica development and
business analyst services to support the Educator Effectiveness (EE)
Metrics project.
The Educator Effectiveness (EE) Metrics project develops educator
effectiveness reports that are designed to measure the results of the new
educator evaluator systems. The reports are designed for public reporting
as well as for improvement planning for school districts, Board of
Cooperative Educational Services (BOCES), and preparation programs via the
*SchoolView* Data Center website.
CDE uses Oracle databases, Informatica for ETL, and Java for EE Metrics
reporting. As this information is to be provided, in most cases aggregated,
we would use Informatica to extract data from the CDE Data Warehouse and
placed in data mart(s) for online queries which do not impact the
performance of other queries against the data warehouse.
*Candidate shall**:*
1.
Work with the CDE project manager and project team to define detailed
project tasks, target dates and dependencies and report progress
on project
tasks on a weekly basis.
2.
Attend project team meetings.
3.
Meet with business users, program subject matter experts and other
technical team members to understand/clarify business requirements.
4.
Define and document technical specifications that include the tables
and fields required to fulfill the business requirements. See
requirements
template.
5.
Design and implement necessary views/tables
6.
Design, develop, and implement necessary Informatica mappings to
populate the necessary tables sourced from the data warehouse.
7.
Analyze existing Informatica programs and verify they meet existing
requirements. Make modifications as necessary.
8.
Work with program subject matter experts and other technical team
members to create and execute unit and system integration test plans.
9.
Work with users, program subject matter experts and other technical
team members to identify and correct all defects.
10.
Deliver up to 2 knowledge transfer sessions with CDE’s technical
staff to ensure that CDE staff can maintain the Informatica programs once
the engagement is over.
11.
The federal Family Educational Rights and Privacy Act (FERPA)
mandates that education records and personally identifiable information
contained in education records relating to students and their family be
maintained as confidential. Upon commencement of services, all contract
resources must take a 2 hour web based FERPA training course. This course
is supplied by the Department of Education.
*Qualifications*
1.
A senior level Informatica developer that has experience working with
customers and documenting technical specifications.
2.
Vendor shall not change such personnel unless CDE reasonably requests
such a change; in the event of a termination (voluntary or involuntary),
resignation, grave personal circumstance, illness or disability or death
involving the vendor personnel; or required by law.
3.
In general, candidate is expected to work full time or nearly full
time (30 – 40 hours/week) on this assignment in consecutive
weeks until the
project tasks are complete or until the maximum funding limit is reached.
4.
All vendor personnel assigned to this project must be available to
work onsite at 201 E. Colfax, Denver, CO 80203.
5.
All candidate must provide their own laptop to complete the work
defined in the solicitation. Laptops will be inspected by CDE’s security
staff prior to connection to CDE’s network for potential security risks
(unpatched software, malware, etc.).
6.
All vendor development personnel must use CDE’s existing development
environment, source control platform and current technology stack.
7.
Demonstrated experience with similar Information Technology projects.
8.
The vendor shall provide a resource with the following qualifications.
1.
Three plus years demonstrated development experience with
Informatica design and development.
2.
Three plus years demonstrated experience with Oracle.
3.
Three years of experience working with end users in developing
requirements, documenting technical specifications and communicating
requirements with technical staff to assist in the design of the final
solution.
