This request is for a Programmer High Expert to develop/code and lead the
development team for the Fingerprint Information System.  Phase 1 of FIPS
.Net has been released FQ 04/2014.  Phase 2 is scheduled to begin FQ
01/2015 and requires a highly accomplished .net programmer.
This position supports the core OCFS programs listed below.  In documents
submitted to DOB, all programs have been designated as being high priority
to the core OCFS mission:
Title IV-E Foster Care;
ASFA Compliance Fingerprinting;
Title IV-E Adoption;
Child Care Quality Improvements Federal

Phase 2 will consist of both technical upgrades as well as enhancements
requested by CHRU (Criminal History Review Unit).  Backwards compatibility
with the original FIPS application’s interfaces to Child Care Facility
System (CCFS) and Criminal History Review System (CHRS) was necessary in
order to successfully implement FIPS .Net Phase 1.  These interfaces are
tightly coupled and prone to errors resulting in missing or inaccurate data
within one or more of the applications that must be fixed on a manual
basis.  Phase 2 will more extensively rework the interfaces than what was
possible for Phase 1 in order to reduce or eliminate the occurrence of
these types of errors as well as improve maintainability of these
applications.  The Web Application Developer will be working closely on the
devolvement team to ensure that all requirements are met and that testing
plans are fully developed and implemented.  This resource will be working
with the users to ensure a smooth transition.  Phase 2 completion is
currently projected for Q2 2016.
Phase 3 is scheduled to begin FQ 03/2016 and will entail of one of the
following:
Interface with CONNECTIONS to further automate ASFA Compliance
Fingerprinting processes
Merger of FIPS .Net and CHRS applications into a more fully unified system
for CHRU
In addition, the team must maintain and enhance its interface with CCFS,
CHRS, the Department of Criminal Justice Services (DCJS) and the Statewide
fingerprint scanning vendor. The additional enhancements will automate most
of the transactions that are currently manually processed reducing
processing and staffing time in CHRU.

This position is for a 24 month period and will provide OCFS-IT support
with skilled resource needed as well as follow the structure and standards
to ensure better quality of service to the user community. Due to the ever
changing Legal Mandates the systems continue to require enhancements and
updates. Without this resource the unit’s ability to respond to the users’
needs would be compromised and the quality of the solutions would be
affected. The unit’s ability to meet Mandated Changes by the effective date
would in most cases be highly delayed.
Work in coordination with a team of developers to re-write the current VB6
system into VB.Net 4.0.
Work with Business Analyst on analysis and logical design.
Perform unit testing and correct all identified bugs.
Perform complex VB.Net coding.
Assist with responding to Day Care data requests.
The individual in this position will work under the direction of a
Technical Lead, Project Manager & Software Architect.
Perform writing of complex stored procedures/triggers in an Oracle database
utilizing PL/SQL
Develop & maintain project plan and schedule using MS Project.
Manage user acceptance of deliverables.
Prepare status reports.

Requested Qualifications
84 months experience developing .net web applications
84 months experience developing applications utilizing .Net 2.0 or above.
72 months experience writing and developing Web Services or Windows
Communication Foundation (WCF).
84 months experience developing N-Tier applications.
72 months experience with PL/SQL writing packages, stored procedures and
triggers.
18 months of experience writing and developing BizTalk orchestrations.
36 months experience with Team Foundation Server.
48 months experience utilizing Infragistics or similar control library.
48 months experience design & deployment of complex SQL objects and
relational databases design.
Associate’s Degree or higher.  Proof of education is to be submitted with
all responses.
