Position Summary:
Under the direction of the Children’s Behavioral Health Initiative (CBHI)
Project Manager (PM), the Senior Business Analyst’s (SBA) primary
responsibility will be to lead the technical requirements development
effort. Define and develop business requirements and functional
specifications for enhancing an existing system in accordance with the
agile methodology. The SBA will also be responsible for conducting data
feasibility study of existing system, and integration analysis with
existing enterprise applications.
The SBA will serve as the primary contact between the technology team and
business users; manage and support expectations of product owners.
Collaborate in end-user training development and implementation. Work with
helpdesk operations to create and implement support procedures. Facilitate
change management activities between the project team and IT service
groups; and participate in all phases of the project life cycle with
emphasis on business requirements from development to roll-out of
enterprise application.
The SBA will also work closely with the MassHIway team to help manage phase
II to onboard CBHI clinical providers to integrate with the Massachusetts
Health Information Exchange (HIE).
This position is located in North Quincy, Massachusetts.



Responsibilities:
Provide business systems analysis and process redesign expertise,
interacting with business partners to clearly define and document User
Stories.
Facilitate and clarify customer business needs and translating them into
application and operational requirements.
Gather requirements for IT development by conducting interviews, work flow
analysis, process analysis, and observation sessions.
Facilitate collaborative system and data design sessions with the user
community, technical architecture resources and development resources.
Understand systemic data requirements as they relate to system reports.
Define precise and accurate User Story acceptance criteria that will be
used by developers, and by product owners to ensure that product owner
intent is effectively captured.
Triage and troubleshoot complex user-reported system defects; assist in
various system trouble shooting and balancing and correction efforts
including analysis, verification and validation of issues and fixes.
Demonstrate a high level of subject matter expertise in functional area to
bridge business requirements and IT solutions; provide technical direction
and ensure compliance with best practice solutions.
Develop functional test plans and user acceptance test plans and scenarios.
Utilize ClearQuest for defeat tracking; Test Tools such as Rational Quality
Manager (RQM) and JAWS for ADA Compliance as part of integration testing.
Participate in daily agile and sprint planning meetings.

Qualifications:
Bachelor’s degree required.
5+ years of Business Analysis experience with a strong emphasis around new
software development.
Proven skill and effectiveness in requirements gathering, business and
functional requirements analysis, use case based analysis, data analysis,
process analysis, system design, testing implementation and change
management.
Excellent oral and written communication skills with the ability to
communicate to various levels of team members and management to clarify
needs and evaluate alternative business solutions.
Experience leading solutions from ideation, planning, execution to
implementation.
Ability to adapt to evolving business processes and operations.
