Job Description: Client is seeking an SESIS Business Analyst to join its innovative technology team in New York, NY. SCOPE OF SERVICES: The Special Education Student Information System (SESIS) supports the evaluation of special education student needs and provisioning of special education services and is intended to be the vehicle to facilitate and monitor compliance as well as produce State and Federal court-mandated reports. Our client is conducting an assessment to produce a strategy and plan for improving SESIS. This assessment will follow three streams of work: Conduct emergency repairs to support system performance and stability; Adequately address Jose P vs Mills and Medicaid reimbursement claim reporting requirements; and, Propose a solution that fully manages the process of evaluating special education student needs and provision and tracking of special education services. RESPONSIBILITIES: Employ User-Centered Analysis techniques (Interviews, direct observations, JAD sessions, etc.) to understand business needs and clearly define the Business and Functional User Requirements for the Special Education Student Information System. Work closely with other team leads (User Experience Designers, Front-end Developers, Back-end Developers, Data Architects, and QA Testers) to translate requirements into optimal solution designs. DELIVERABLES: Assess gaps in Medicaid Claiming Requirements against current implementation Assess gaps in Jose P Requirements against current implementation Review current state Reporting & Analytics Architecture High-Level Business Requirements for the assessed gaps Detailed Business Requirements for the assessed gaps Data Dictionary Data Model Business Process Flows Business Rules Use Cases Error Messages Inventory Content Inventory Identify Training materials and Standard Operating Procedures in need of updates MANDATORY SKILLS/EXPERIENCE: At least 6 years of experience as a Business Analyst gathering business and functional requirements for large-scale database management systems Minimum 7 years of a total work experience Experience working with education or student information systems Experienced with database management systems, particularly reporting infrastructure, such as data warehouses Proven experience in defining requirements for solutions in multiple-entity environments (multiple agencies, business partners, etc.) Experienced with formal SDLCs and business analysis methodologies; Working knowledge of business analysis documentation standards Experience using an automated requirements management tool (preferably CaliberRM) Experience using standard project tools including Microsoft Project, Excel and PowerPoint Excellent oral and written communication/soft skills and the ability to clearly articulate to all project members and stakeholders; must be a team player who works well with technical and non-technical resources Must take initiative, be a decisive decision-maker and show confidence in decisions made Must be able to take strategic direction from executive management and participate in strategic planning activities throughout the lifetime of the project Must be able to see tasks through to completion without significant guidance Thank you!
