Application Services is looking for a senior level Project Manager that is
capable of working independently, has good communication skills, and
organization skills. The Project Manager must be able to follow State,
Department, OIT and Application Services processes and procedures. This
candidate must be a Certified Project Management Professional (PMP) with
the Project Management Institute (PMI) and have a working understanding of
Oversight Project Management responsibilities. Please ensure your candidate
meets all of the required Knowledge Skills and Abilities (KSAs).

 Senior Level Project Manager – Duties/ Tasks:
The submitted candidate must be able to perform the following duties and/or
tasks:

Coordinates and integrates oversight project activities.
Manages, leads, or administers OIT project resources.
Monitors project deliverables and activities to mitigate risk.
Monitors, implements, and/or maintains quality assurance processes.
Monitors and facilitates change control management throughout the lifecycle
of the project.
Evaluates, monitors, or ensures compliance with state, federal and FDOT/OIT
laws, regulations, policies, standards, or procedures. Ensure compliance
with the Agency for State Technology (AST) standards for Project Management
and Oversight.
Provides input into Application Services project management methods and
practices.

Senior Level Project Manager – KSAs:
The submitted candidate must be able to apply common knowledge, skills, and
abilities in the following areas:

General:
Communication Skills: Have the ability to clearly convey information to
individuals or groups in a wide variety of settings (i.e.; project team
meetings, vendor meetings, management presentations, change control board).
Have the ability to effectively listen and process information provided by
others.
Customer Service: Works well with clients and customers (i.e.; business
office, public, or other agencies). Able to assess the needs of the
customer, provide information or assistance to satisfy expectations or
resolve a problem.
Decision Making: Makes sound, well-informed, and objective decisions.
Flexibility: Is open to change, new processes (or process improvement), and
new information. Has the ability to adapt in response to new information,
changing conditions, or unexpected obstacles
Interpersonal Skills: Shows friendliness, courtesy, understanding, and
politeness to others.

leadership styles in a variety of situations.
Organizational Awareness: Understands and appreciates the mission of the
Florida Department of Transportation, how it incorporates in building
relationships with the Department’s business units and customers.

generate and evaluate alternative actions, and make recommendations as
accordingly.
Team Building Skills: Encourages, inspires, and guides others toward
accomplishing the common goal.

Project Management:
Contract/Procurement: Knowledge of various types of contracts, and
development techniques for procurement documents such as; Requests for
Quotes (RFQ), Requests for Purchase (RFP), Invitation to Bid (ITB),
Invitation to Negotiate (ITN), and Single Source. Knowledge of the Florida
Department of Management Services (DMS) State Purchasing Guidebook to
Public Procurement and Florida Statute and Florida Statue, 287.057
Procurement of commodities or contractual services.
Planning: Categorizes work, sets priorities, and determines short and/or
long-term goals and strategies to achieve them.
Oversight Project Management: Knowledge of the principles, methods,
practices, tools and techniques outlines in Project Management Body Of
Knowledge (PMBOK)5th Edition. Has the ability to coordinate and manage
projects and resources from a high level, including cost, work, and Vendor
performance.
Quality Assurance: Knowledge of the ideologies, techniques and tools for
quality assurance and control. The ability to put the ideologies,
techniques, and tools into practice.
Risk Management: Understanding of the methods and tools used for risk
assessment and mitigation of risks. The ability to put the methods and
tools into practice.
