NCDOT is seeking a program Business Analyst for an approximately 12 month engagement with the DOT PMO Organization supporting the DMV Modernization Program. This analyst will be required to lead a team of Business Analyst. There are currently five people on the team. This BA must have previous experience leading a team of BAs at the program level in project allocation, work review, and team building. This position would assure all the projects meet Program Needs as well as guide the project BAs in their analyst work This program is high impact, multi-facet effort to modernize the existing DMV legacy applications. The BA will be responsible for development of business requirements, test plans, test scripts, and assisting with tracking and maintenance of the program documentation. The individual will be knowledgeable in all aspects of business analysis, testing and has a basic understanding of project management and system development life cycle. The individual must have proven experience with enterprise level development projects. Expected Skills: Able to work without assistance; can provide leadership to others; able to manage highly complex work efforts; may have advanced education; may have extensive industry experience. Description (including, but not limited to): 1. Managing business analysis work or projects with distinct deliverables to a solution 2. Identifying and documenting business processes, issues, value levers, metrics, and capabilities 3. Collecting, organizing, and analyzing data 4. Completing analysis and documentation of as-is capabilities 5. Conducting interviews to gather business requirements 6. Conducting industry, competitive and State analyses (strategic, financial, operational), business case development, as well as market research for benchmarking 7. Supporting required system go-live activities, including conversion, support desk, site support, training delivery, logistics management, etc. 8. Supporting change management and communications programs and activities 9. Performing PMO activities related to project time tracking, work plan updates, status reporting, service metric reporting, and related project administration tasks 10. Leading other business analysts to include organizing and assigning work, performance reviews, team building, prioritization and related team lead responsibilities. Experience leading a team of Business Analysts at the program level by organizing and assigning work and performing work reviews. Required5Years Experience working at Program level and coordination of deliverables across multiple projects that make up the program. Required5Years Working knowledge of application development life cycle. Required7Years Experience leading a team of Business Analysts and team building for large complex programs. Required5Years Experience in business process analysis, requirements development, testing and documentation Required7Years Demonstrated experience gathering, conducting and documenting business analysis duties for a major business application effort.
