*Business Background & Need:*

The Law and Justice Systems Roadmap (LJSR) Project was initiated in FY 2009
to meet the unmet business and technology needs of the entire Santa Clara
County Law and Justice community. Some of the initial drivers of this
project included legacy technology systems becoming unsupportable, staff
retirements, availability of complementary technologies and new systems,
potential for quick wins, and external factors such as new California State
court system. A tremendous amount of information was gathered during the
LJSR project including an in depth assessment of the County’s highly
integrated Criminal Justice Information Control (CJIC) system, development
of high level departmental business and system requirements, evaluation of
technical needs, identification of pain points and opportunities for
improvement, and implementation of a number of quick wins and 4 pilot
projects to test new technology integration with CJIC.

The LJSR Project became a permanent program (Public Safety & Justice
Systems Program - PSJSP) managed by the County’s Information Services
Department (ISD) in order to move the technology advancements forward and
meet the needs of the Criminal Justice community. The PSJSP uses the
extensive information gathered by the LJSR project to implement key
technology changes for the Santa Clara County Public Safety and Justice
community. Each agency is at a different stage of updating their technology
to meet their business needs. The PSJSP provides oversight and guidance to
departmental technology projects and manages and delivers enterprise
technology initiatives that support integration, collaboration, business
process improvements, and information sharing across County justice and
public safety agencies.

PSJSP supports the vision, design, and implementation of an integrated
Information Sharing Environment that will promote and support cross-agency
collaboration, share information and services, enhance data exchanges,
provide business intelligence and analytics, and integrate, consolidate and
distribute information across County, local, regional and State agencies.

PSJSP Includes:

• Implementation of a new case management system for the Office of the
Public Defender

• Implementation of a new case management system for Adult and Juvenile
Probation

• Implementation of a Jail Management System for the Department of
Correction

• Implementation of a Records Management System for the Office of the
Sheriff

• Collaboration with the local Court on the implementation of the new Court
Case Management System and integration with the CJIC system

• Design and implementation of a Countywide Information Sharing Environment
(ISE)

• Design and implementation of a Business Intelligence/Data Analytics system

• Design and implementation of a Re-Entry Referral Tracking system for the
Office of Re-Entry Services

• Program governance, project management, budget management and resourcing
for the above projects

• Ongoing support of the County’s criminal justice community IT needs

Data Architect Job Summary:

The Data Architect will provide specialized expertise and focus to ensure
that a comprehensive, coherent, and effective architecture is in place for
storing, maintaining, and managing all of the data associated with the
PSJSP program in its transition from a central mainframe environment to a
distributed architecture. The Data Architect will need to operate at both a
high level in helping to establish the guidelines, practices, and models
for understanding and managing the “big picture”, and at a low level to
guide team members in implementation details such as database design and
optimization. Recent relevant experience involving a complex, multiple
application and multiple agency environment is strongly preferred.

Primary Responsibilities:

The Data Architect will be responsible for understanding the requirements
and detailed data ecosystem of the components and applications associated
with the PSJSP program, and using this knowledge to prepare and champion
specific recommendations, guidelines, practices, and design models which
will ultimately form the basis for the program data architecture. The Data
Architect will also act as an in-house expert to mentor and assist
technical staff in mastering techniques and best practices associated with
data modeling, database design, database optimization, and related
activities.

The Data Architect will collaborate as part of a team composed of technical
leaders representing the enterprise, application, data and network
architecture, interface development, security, and business relationship
management areas of the program. Resource Request

1. Skills Requirement:

a. Research, analyze and define technical problems and recommend
alternative solutions.

b. Ability to understand, model, and portray the big data picture, spanning
multiple applications.

c. Ability to define and implement practices for aligning data architecture
with business requirements.

d. Knowledge of both established and emerging data technologies, including
the ability to identify when each can be effectively applied and the
advantages / disadvantages of each.

e. Ability to clearly document data structures, data definitions, and data
provenance.

f. Understanding of data indexing strategies for a variety of data types.

g. Knowledge of national standards and policies related to public safety
and justice data, including NIEM and CJIS, is desirable.

h. Ability to work closely with agency and department technical and
management resources.

i. Must be able to produce high quality work, both independently and on a
team, in a fast-moving environment.

j. Must be able to plan and prioritize personal tasking.

k. Must be able to communicate effectively both verbally and in writing.

2. Experience Requirement:

a. 10+ years of related experience in software development, of which at
least:

• Five years includes specific duties as a data architect, database
administrator, or data analyst;

• Five years “hands on” experience managing one or more of the following
database systems: Microsoft SQL Server, Oracle, or IBM DB2, involving
implementation of database schemas, indexes, and query optimization;

• Three years “hands on” experience implementing database stored
procedures. Note: The above role specific experience may have been acquired
concurrently.

b. Experience defining and implementing data security, quality enforcement,
and retention policies in a complex, multiple application environment;

c. Experience creating, implementing and testing procedures for backing up
and recovering databases;

d. Experience supporting data management functions in public safety and
justice domains (Court and Probation Case Management, Law Enforcement
Records Management, Jail Management) is desirable;

e. Must have a solid understanding of principles and practices of:

• software development

• technical problem solving;

• customer service;

• project and technical documentation;

• programming, including programming languages and utilities is desirable;

3. Education Requirement:

a. Bachelor’s degree in Engineering, Computer Science, or a related field
and 10+ years of related experience.

4. Responsibilities

a. Review, understand, and apply business requirements to guide the
creation of a comprehensive, coherent, and effective overall data
architecture for PSJSP;

b. Prepare and propose standards and templates for documenting data
definitions, data provenance, and data structures;

c. Lead and collaborate in the creation, maintenance and dissemination of
data models, mentoring PSJSP staff in the skills and techniques required;

d. Participate in the creation, maintenance and dissemination of data
documentation;

e. Collaborate in the creation, maintenance and testing of database backup
and recovery and business continuity protection procedures;

f. Collaborate in the creation and implementation of procedures to ensure
data quality, data integrity, security enforcement, and data retention
according to SCC policies and regulatory or business requirements;

g. Monitor and tune database performance, including making recommendations
for creating or updating indexes, query modification, or changes to data
structures as appropriate;

h. Participate in the establishment of guidelines and code review of data
related artifacts, including integrity constraints, triggers, views, and
stored procedures;

i. Prepare weekly status reports;

j. Coordinate with other ISD staff and management;

k. Coordinate project activities with customers and external stakeholders;

l. Provides leadership and mentoring to other Data Architecture team
members;

5. Performance Expectations:

The selected candidate must perform the duties with utmost professionalism
and adhere to the requirements identified by the Requesting Manager. As
part of this engagement the Requesting Manager will monitor the candidate
during the performance period in the following areas:
