OSC maintains numerous Java-based Online Services systems, which include
the Public Authorities Reporting Information System (“PARIS” or the
“System”). PARIS allows public authorities to enter information and submit
their reports to both the Authorities Budget Office and OSC, as required by
law.
This System was originally implemented on WebSphere Portal, but has been
undergoing a conversion to a simpler and more supportable system running on
WebSphere Application Server. The goal is to generally replicate the
business function of the original System, but modernize the software
platform, user interface and underlying Java frameworks.
The original design implements business rules and processes both in the
Java application and in Oracle database packages and stored procedures. The
consultants who initially built and documented the system have not been
engaged for a number of years. Some of the biggest challenges are that the
original use case documentation was not kept up-to-date, and most of the
resources involved in the original design are no longer at OSC.  This left
a knowledge gap in some areas, but OSC staff is actively working on a
detailed analysis to better understand and document the existing system.

Scope of Services
This will be a staff augmentation engagement to obtain the necessary
knowledge and expertise required for the ongoing conversion of PARIS. The
consultant will provide assistance as described below:
Under general supervision, perform analysis of business needs, which will
contribute to the development or revision of processes;
Ensure business requirements are met, optimal system design is achieved,
and any misalignment between business requirements and system capabilities
are identified and resolved;
Elicit requirements, define business requirements, and perform analysis on
the current and future application to identify gaps in desired system
capabilities;
Identify and analyze business rules from their source, and document how
they drive the business process, data, and application access/order;
Serve as a liaison between business users and system developers, to ensure
proper alignment in functionality between the current and desired
application;
Analyze business documentation to properly understand the capabilities that
the system needs to support;
Using the existing RTM format, document application functionality which
will be used to develop test plans;
Develop necessary test scenarios that fully align with the system
capabilities and will align with the format pre-established for the
project, by the project team;
Conduct functional specifications review sessions with cross functional
teams;
Deliver incremental updates to documentation as consensus is reached on
each set of functions;
Develop additional documentation and training materials, as determined by
the project team; and
Assist in incremental testing, as needed.

To be effective, the consultant must have a mix of experience as both a
programmer analyst and a business analyst, as they will work with both
developers and business analysts to identify and document the requirements.

Minimum Qualifications
Proposed consultants must meet the following minimum qualifications:
seven years experience in Business and/or Systems Analysis;
three years experience in Software Development Lifecycle or application
development;
three years experience in various project methodologies and types including
waterfall, Agile, iterative;
three years experience developing and executing test plans and managing
defects;
one year experience in technical writing or creating/updating/documenting
written specifications; and
Demonstrated experience in system redesign projects where “as-is”
requirements are identified through a reverse engineering process, and then
traced back to the business need.
