Job Title: QA Manager
Location: Lansing, MI
Duration: 1 year

Quality Assurance Manager will serve as oversight for the ISD solution to
ensure quality processes are documented and followed and to ensure a
quality product is delivered to business users.  The Quality Assurance
Manager will develop, implement and monitor an overall quality plan which
will include verification that all major lifecycle processes are defined,
and the defined and approved processes and standards are followed. This
will include, but is not limited to:
Procurement
Change management
Configuration Management
Subcontractors and external staff
State oversight
Quality Management for Process definition and product standards
Requirements management and development
Software development
System and acceptance testing
Data Management

The Quality Assurance Manager’s role and responsibilities include, but are
not limited to, the following:
Verify that the processes and standards are compatible with each other and
with the system development methodology.
Verify that all process definitions and standards are complete, clear,
up-to-date, consistent in format, and easily available to project personnel.
Verify that the obligations of the vendor, sub-contractors and external
staff (terms, conditions, statement of work, requirements, technical
standards, performance standards, development milestones, acceptance
criteria, delivery dates, etc.) are clearly defined.
This includes verifying that performance metrics have been included that
will allow tracking of project performance and progress against criteria
set by the State.
Verify that any proprietary tools used by subcontractors do not restrict
the future maintainability, portability, and reusability of the system.
Verify that State oversight is provided in the form of periodic status
reviews and technical interchanges.
Verify that the State has defined the technical and managerial inputs the
subcontractor needs (reviews, approvals, requirements and interface
clarifications, etc.) and has the resources to supply them on schedule.
Verify that the quality of all products produced by the project is
monitored by formal reviews and sign-offs. Verify that QA has an
appropriate level of independence.
Evaluate and make recommendations on the project’s Quality Assurance plans,
procedures and organization.
Ensure adherence to the State’s defined development standards.
Verify that all major development processes are defined and that the
defined and approved processes and standards are followed in software
development, configuration requirements and development management (CM),
change management, data management, systems and acceptance management,
process definition and product standards.
Review and evaluate the plans and procedures associated with all process
areas.
5 years of recent experience implementing quality processes for complex IT
projects
5 years’ experience in documenting and performing requirements gathering
sessions for business and functional complex systems implementations.
3 years’ experience in implementing quality processes for Information
Technology projects.
5 years’ experience in in creating, managing and utilizing test scenarios,
use cases and test plans.
Excellent verbal and written communication skills. Skills and personal
characteristics that enable them to deal successfully with staff of varied
levels including Executive, managers and technical staff.
