*Project Background / Overview*

Franklin County currently has an active project to migrate to a new Case
Management System (CMS).  In preparation of the migration, the Clerk of
Courts contracted with a vendor to normalize the data within the current
Franklin County Justice System (FCJS) case management system.  This
normalization was necessary because the current FCJS database had
characteristics that are not considered desirable in newer applications.
The characteristics include:

·         Files containing records with more than one type of format

·         Compacted data algorithms that are used in the system to combine
multiple data fields to save space

·         Multiple date formats

As we continue to move forward with the migration to a new case we would
like to incorporate detailed analysis on our preparedness for data
conversion.

*Objectives*

We are seeking thorough data quality analysis that would provide the
following:

   - Review of the current database, the normalized database, and test
   results to validate what has been accomplished thus far
   - Scope documentation that captures work completed, remaining effort,
   and recommended timing for completion to prepare for the data migration
   (includes tools, scripts, and human resources required)
   - Recommendation of data quality tools, including how they will be
   utilized, timing, and requirements
   - Review and conduct a proof of concept for proposed solutions for data
   readiness
      - Mapsys statement of work and proposal for running files to load the
         case information (includes identifying timing)
         - MTG’s suggested data quality management approach
      - Finalize the normalized database to be used as the staging
   environment for migration to the new CMS; includes defining characteristics
   of the environment (e.g., 100% normalization, merged records, without
   invalid characters)

*Project Assumptions*

·         Data analyst will be an independent resource currently not
engaged in the active CMS project

·         Data analysis effort will work concurrently with the CMS project
and managed by the Clerk of Courts with engagement of the CMS technology
management committee

·         The vendor supplying the data analyst will be on State Term
Schedule

·         If data quality tools are identified necessary for migration
preparedness, the analyst will be the primary resource utilizing the tool
and providing detailed analysis

·         Normalization statistics include the following:

Ø  All data thru June 2015 was migrated

Ø  285 million records / 48 gigabytes

Ø  One for one sample data tested (FCJS vs. NORM)

Ø  Number of tables: 715

Ø  Test script volume: 140

Ø  Targeted case maintenance included; new cases, existing cases, executed
actual transactions in the system, updates (e.g., action codes,
Judge/Magistrates), service/packet printing, continuous changing validity
of configuration

*Project Constraints*

·         Resources needed to assist with this effort will have potentially
limited capacity

·         The completion of the data analysis will need to provide
sufficient time to deliver any migration readiness work identified prior to
new CMS implementation

·         The County currently does not currently own data quality tools

*Project Dependencies and Related Efforts*

·         Data Normalization

·         FCJS Modernization

*Project Risks*

·         Insufficient time to complete analysis and remediation prior to
CMS implementation

·         Varying opinions on what should be done now versus when a new CMS
vendor has been selected

·         Possible impact to system performance as normalized triggers are
activated

*Understanding Agreement and Acceptance*

Deliverables upon completion of this effort:

   - Scope documentation validating work completed, remaining pre-work
   effort, and recommending schedule of completion
   - Recommendation of data quality tools, including how they will be
   utilized, timing, and requirements
   - Recommended next steps of proposed solutions for data readiness
   - Finalization of the normalized database to be used as the staging
   environment for migration to the new CMS
   - If applicable, providing detailed analysis of data quality tool
   approach and results
