<p>The Business Analyst (BA)position reports to the Department of Behavioral 
Health and Developmental Services (DBHDS) Project Management Office (PMO) 
Director. The BA will assist the Project Manager by collaborating with DBHDS 
Finance and Facility staff, the time and attendance vendor (Kronos), and the 
enterprise Cardinal Payroll project team to upgrade the Kronos product, 
integrating Kronos and the DBHDS Financial Management System (FMS) with the new 
Cardinal Payroll system, and facilitating organizational and business process 
change in DBHDS payroll operations.<br></p>
<p>The project is scheduled to complete in November 2018. Due to the relatively 
long engagement we will screen for a BA who is willing to commit to the project 
for the whole duration and interacts well with key DBHDS stakeholders.<br></p>
<p>The successful candidate will demonstrate an ability to assist the PM and 
collaborate effectively across organizational lines to influence line staff 
performance. There are 14 DBHDS medical facilities spread across the state, and 
though the bulk of the work will be done at the central office in Richmond VA, 
there may be some day travel required to facilitate on-site training or 
requirement gathering.<br></p>
<p>Tasks include identifying and documenting business processes, identifying 
approaches to satisfy business requirements by conducting detailed analysis, 
documenting gap analysis, developing business and functional requirements 
specifications, assisting with user acceptance testing, and assisting the 
PM.<br></p>
<p>Work also involves interpreting technical concepts to both technical and 
non-technical business users as well as conducting business case development. 
This individual must support PMO activities related to project time tracking, 
work plan updates, status reporting, service metric reporting, and related 
project administration tasks.<br></p>
<p><strong>Requirements / Experience / Skills</strong><strong><br></strong></p>
<p><strong>Required</strong>: </p>
<ul>
<li> Extensive knowledge of business system analysis techniques and testing 
methodologies. Demonstrable analytical skills and an attention to detail. </li>
<li>Excellent creative thinking and problem solving skills; proactive, quality 
oriented, with demonstrated leadership and team</li>
<li> Demonstrated experience in gathering business requirements and development 
of business rules and process flow. </li>
<li> Proven experience with business process design, definition and/or 
re-design. </li>
<li> Experience with Business Analysis methodologies and problem solving </li>
<li> Ability to utilize Microsoft Office Suite (MS Word, EXCEL, PowerPoint, 
Visio) Microsoft Project </li>
<li> Excellent communication skills (both verbal and written), presentation 
development and delivery, and written instructions.</li>
<li> Capability to get quickly up to speed on complex payroll processing 
business rules. <strong><br></strong>

<p><strong>Desired: </strong><br></p>
<ul>
<li> Candidate should also be rather familiar and proficient with SharePoint, 
Microsoft Project, Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and 
Microsoft Outlook.</li>
