*SCOPE OF SERVICES *
§ The New York City Department of Health and Mental Hygiene (DOHMH) is
seeking qualified consultants to assist the Department in increasing the
number of daily users of its Automated student Health Record (ASHR) by
providing onsite technical and application assistance.
§ These consultants will be deployed to the 801 school sites to certify
completion of hardware installation and Internet connectivity as well as
access to ASHR.
§ They will also provide one-on-one training to the school health staff to
effect the transition from an antiquated paper recording system to the
electronic surveillance system.
§ The consultants will receive training on the Automated Student
§ Health Record provided by DOHMH Bureau of School Health (BSH) staff and
must demonstrate proficiency in using ASHR and be able to provide training
to other users on usage of the application before embarking into the field.
§ Consultants will software development experience may be asked to
participate in ASHR future version release.
§ Specialist may also conduct analysis with ASHR management to assist with
remediation of identified technical issues in a timely manner.
§ The Consultant may be in charge of more than one DOE Region. Non-related
field work may be assigned, such as development in software focus group.
Additionally, the consultant may participate in programming and analytical
services to derive reports.
§ Schools nurses from both DOHMH and DOE as well as contract agency nurses
will require computer assistance and training in using the ASHR application.
§ Computer assistance will include starting the computer and logging in and
basic usage of the mouse and windows operating system.
§ This basic level of computer support is to be provided where needed. The
consultants will provide training in using the ASHR application.
§ This training will be provided onsite and via one-on-one sessions.
§ On occasion, the consultant may be asked to train more than one person at
a time and participate in classroom training.
§ The consultants are expected to frequently travel to schools and visit
nurses requiring assistance. Consultants may also provide technical support
by staffing the data center to assist school nurses via phone.
§ Consultants are expected to log training sessions within a week of the
session, and are expected to schedule sessions with school nurses.
§ The consultants will technically troubleshoot computers in the field and
make the appropriate recommendation to repair and resolve issues.
§ The consultants may be required to call DOE technical support to resolve
issues. Consultants will also upgrade software on computers as needed such
as flash player, Adobe reader and any other upgrades the Agency deems
required for conducting business.
§ Consultants will also train nurses on how to use computers and access
Agency email and other software applications as per Agency mandate.
§ The consultants will be instrumental for providing support and the
success of the program will be measured by an increase in utilization of the
ASHR by the school nurses.
§ This will serve to enhance the syndromic surveillance by ASHR. In
addition to training, the consultants will troubleshoot sites that are
experiencing technical problems and work to solve these problems.
§ In effect the consultants will serve as the eyes and hands for the agency
to support over 801 school locations and nurses dispersed throughout
Brooklyn, Queens, Manhattan, Bronx and Staten Island.

*SPECIAL REQUIREMENTS *
The contractor is expected to provide coverage to all of Staten Island and
parts of south Brooklyn, therefore it is recommended the contractor has a
motor vehicle. There will be no mileage reimbursement from vehicle use and
bridge tolls, therefore this should be factored in with the consultant
hourly rate.
