Position :* Financial System Consultant*
Rate : Open
Location : Washington DC.
Duration : 1 year
*Complete Description:*
- Consultant will report directly to the Office of the Chief Financial
Officer Executive office to provide independent verification and validation
(IV&V) services for large system modernization efforts within the
department. Consultant will be responsible for:
- Review and oversee all project activity, including verifying, auditing
and analyzing project deliverables, quality, adherence to plans and
business/technical requirements and contractor performance.
- Under the direction of the Chief of Staff, works closely with the
Office of Financial Operations and Systems, the Office of the Chief
Information Officer, and the Office of Contracts to ensure that system
modernization efforts are generating expected business outcomes for the
Office of the Chief Financial Officer, including business process
improvements, functional efficiencies, controls, technology improvements,
and risk mitigation.
- Develop regular reports for the Chief of Staff identifying areas of
project risks, non-compliance with objectives or contractual requirements,
and areas requiring further investigation to ensure interests are protected
at all times.
- Review and oversee the activities of the Client’s project team to
ensure that all relevant stakeholders are engaged and informed, and useful
contributions are made and incorporated into the overall project plans and
deliverables from all parties
- Coordinate and facilitate between different departments in order to
resolve conflicts, ensure engagement and facilitate communication
- Perform business process analysis and fit/gap analysis between the
processes, requirements and system characteristics to ensure that the
business processes are well understood and documented, and are well
represented within the design of the new systems.

*Required Skills:*
- 6 years experience in IV&V of large enterprise system projects
- 8 years experience in Public Sector Financial Systems expertise
- 8 years knowledge of IT systems implementation best practices is highly
desired
- 10 years Project Management principles and practices
- Certified Public Accountant is highly desired
- Project Management Professional (PMP) is required
- Certified Information System Auditor (CISA) is desired
- 13 years experience in business process analysis and gap analysis
- 13 years experience in Risk Analysis
- 13 years with Executive Reporting/Communication
