Client is seeking a System Analyst/Database Developer to
assist in developing a replacement for a utility that supports
the *client’s Automated Vehicle Tracking (AVL) program, based on *
*Trimble hardware and services, and the client’s enterprise ESRI *
*ArcSDE/Oracle database infrastructure. *

This work is being sought to* support a planned migration **of the *
*client’s AVL system from Trimble’s password-secured website *
*‘TrimWeb’ and ‘CrossCheck’ hardware, to Trimble’s new *
*‘GeoManager’ website and ‘iLM’ hardware*.  The application should
run on Windows Server 2008 and at a minimum replicate these
functions (currently provided by an existing custom app):

1) retrieve data from Trimble’s GeoManager system servers using
*Trimble’s API*; and

2) store that *data in the client’s enterprise ESRI ArcSDE *
*9.2/10.0 and Oracle database infrastructure, including creating *
*point features in SDE* of current and historic vehicle locations
for map display and query.



*Information about the EXISTING custom application (the *
*application being replaced by this project) description:*

The client’s AVL program uses Trimble wireless service to track
80 vehicles in Public Safety, Corrections and Probation
departments.  The client requires these vehicle locations to be
available in GIS for emergency support. Currently, a custom
Windows-based client-server application dynamically creates
vehicle location points stored in an ESRI ArcSDE database, using
the SQL API included in ArcSDE 9.2 for Oracle.

*I. Administration Module (Client) manages AVL record storage *
*through a Graphical User Interface (GUI).*

Controls traffic between Trimble server and on client servers.
Administrators can:

§         Verify and view records in AVL tables being stored on
client servers; verify devices are/are not reporting
(AVL.DataCurrent table).
§         Manage AVL data storage: export accumulated records
from, and clear AVL.DataRepository table.
§         Create spatial points from any exported table into
AVL.DataRestore table (to view in GIS historic locations, for
any or all vehicles for a given time period).

*II. Service Module (Service) runs on a client web server *
*(automatically runs on Windows startup - always ON).
*
§         Periodically pulls real-time location coordinates with
vehicle ID and time stamp from Trimble’s server Data to client
servers.
§         Uses SQL API to directly create feature point records
in the client’s ArcSDE/Oracle database (AVL.DataCurrent table)
with Vehicle ID, coordinates, and date\time.  Continually
overwrites record (point) for any individual vehicle. NOTE:
these vehicle location points are used as a layer in the
client’s emergency GIS applications, displaying active AVL
vehicles most-recent locations in the map, live.
§         Continually appends AVL.DataRepository table
(non-spatial history, all records).

Designated client PC with internet access to host Administration
Module; a server machine.
ArcSDE 9.2 for Oracle database with SQL API for storing
tables/feature classes.
