Job Title: Business Process Analyst
Location: Washington DC
Duration: 5+ month contract
Client: BCBS Association FEP

Deliverables:
Develops management presentations.
Develops high-level business flow.
Develops detailed business function flow.
Develops business function descriptions.
Develops SOPs for each business function.
Develops the business forms.

Consultant Role:
The Business Process Analyst works with the BPM Lead to achieve an
understanding of the business process and associated business applications;
identify root causes, systematic deficiencies, and improvement
opportunities.
Develops and Reviews business requirements. Develops and maintains the
Standard Operating Procedures. This position will work under the direction
of the BPM Lead.

The general scope and duties of this individual will cover the following:
Initial review of all current projects, processes, available
documentations, reference guides, and previous written high-level
requirements.
Analysis of the existing documentation for the new business process.
Conduct JAD sessions with all the stakeholders for the new business process
in order to solicit their current business procedures, business
requirements, and reporting needs, as well as to ascertain what their “To
Be” vision of the process going forward will be.
Identify and articulate the customer’s issues and translate them into the
business requirements.
Develop in-depth knowledge of the customer’s operations and the assigned
function areas.
Prepare and deliver reports, recommendations, and/or alternatives to
improve the processes in existing systems.
Develop new or improved processes, based on finding and analysis.
Communicate the process changes, enhancements, and modifications – verbally
or through written documentation – to management, peers, staff, and other
employees so that the issues and solutions are understood.
Create the process models, specifications, diagrams, and charts to provide
direction to various levels of information consumers.
Develop the plans, budgets, and timeframes for the process changes to
support the company objectives.

Required/Mandatory Skills:
5+ years of Business Process Analyst work experience.
Proven experience with business and technical requirements analysis,
business process modeling/mapping, methodology development, and data
modeling.
Must have experience coordinating with business users and technical staff
to help analyze and define future needs and operations, based on use cases
and analysis of alternatives.
In-depth knowledge of business design process and re-engineering.
Strong experience in leading and conducting requirement gathering sessions.
Ability to review and write technical documents.
Must have excellent knowledge of Six Sigma and Lean processes.
Knowledgeable about ITIL is preferred.
Experience in participating in the design, development, and implementation
of the software and hardware solutions, systems, and/or products.
Ability to apply statistical and other research methods into the systems
issues and products, as necessary.
Able to exercise independent judgment and take action on it.
Excellent analytical, mathematical, and creative problem-solving skills,
with a keen attention to detail.
Ability to effectively prioritize and execute tasks, while under pressure.
Strong experience with MS Word, Excel, PowerPoint, Project, and Visio.
Strong customer service orientation.
