Job Title: IT Operations Manager

Supports the IT Services Manager in the day to day management of Agency IT
Operations including but not limited to: the ongoing relationship with the
IT Partnership, IT Asset & Billing Management, Managed Printer Services.

Description:
This position supports the IT Services Manager and works with the other
members of the Information Management Services team in the day to day
management of agency IT operations.  The position leads the support,
coordination and delivery of IT services including resolution of technical
IT operational issues.  It also supports Agency specific IT systems.

Contractor will work with the IT Services Manager to build requirements for
a comprehensive IT Asset and Billing Management System, provide technical
guidance, and work with the Application Development Manager to manage
requests for new internal and external IT services, and improvements in IT
workflow processes.

Knowledge, Skills & Abilities:
 Extensive IT services experience (5 or more years) in a large complex
(statewide) IT environment.
Knowledge of IT data center operations, considerable knowledge of IT server
and network systems with emphasis on IT operations and technical support
services.
The incumbent should have prior experience with IT hardware and software
inventory processes and procedures and with remote support tools like
GoToAssist.
The incumbent must have strong IT customer service experience. The position
requires demonstrated ability to analyze, evaluate, and resolve IT problems
of a sometimes complex nature. Considerable experience working within a
matrixed IT environment is considered a plus.

Specific duties will include but not be limited to:
Perform physical inventories as necessary, including all field offices with
the intent of insuring that the Partnership asset inventory is accurate and
utilize the information found in the Partnership Asset Reporting System
(PARS) to ensure the agency's inventory remains accurate;

Support Commonwealth and Agency driven Asset Management initiatives and
coordinate completion of those initiatives with the field offices;
Monitor the IT asset inventory and coordinate the distribution of the
client hardware assets;
Coordinate inventory edits, with the Partnership, thus ensuring that all IT
hardware asset reporting is accurate and timely (using all available tools
like Active Directory, Altiris and PARS);
Coordinate agency's COV SharePoint service offering implementation for use
by agency staff;
Provide guidance to the IT Services Manager and as necessary serve as
Network Manager for agency managed networks not covered by the
Partnership’s Comprehensive Infrastructure Agreement contract;
Manage the Partnership’s Work Request process with Partnership resources to
ensure work is completed in an efficient and timely manner;
Shepherd unresolved IT operational issues through the Partnership’s
bureaucracy to an agency acceptable resolution, and perform routine
analysis of IT operations to promote more efficient and effective processes
within the agency.
Retrieve and review all applicable client asset charges, analyze storage
and telecommunication charges for discrepancies and cost saving
opportunities;
File credit requests or other asset adjustments at the direction of the
I.T. Services Manager.
Coordinate the distribution of hardware, out of scope software assets, and
other IT assets including coordinating the installation/upgrade of Windows
7 when applicable;
Communicate to staff pending IT initiatives to ensure smooth completion;
Communicate estimations and status updates regarding refresh schedules to
inquiries;
Consolidate all assets ordering, coordinate the procurement of assets, and
shepherd the procurement and installation of all assets for eligible staff;
Help to establish an IT operations and support team for the coordination of
all IT operational issues, support of out of scope to the IT Partnership
related hardware and software, and coordination of Customer Care Center
tickets within the agency.

General knowledge skills and abilities include but are not limited to:
Ability to perform tasks such as scheduling, monitoring, and leading
meetings.  Invoice analysis utilizing MS Excel, MS Access.  Complex
organizational skills are required.  Good communication and people skills
