Job Title: Business Systems Analyst
Location: Salem, OR
Duration: 6 months
Reviews, analyzes, and evaluates business systems and user needs. Documents
requirements, defines scope and objectives, and formulates systems to
parallel overall business strategies. Requires a bachelor's degree in area
of specialty and at least 6 years or equivalent experience in the field or
in a related area. Familiar with a variety of the field's concepts,
practices, and procedures. Relies on extensive experience and judgment to
plan and accomplish goals. Performs a variety of tasks. May lead and direct
the work of Contractor staff. A wide degree of creativity and latitude is
expected.
This request will support two interconnected projects.
Fuels Tax Replacement: This project was established in order to procure and
implement Fuels Tax System that fulfills the needs of the Fuels Tax Group
(FTG) is mandated to administer fuels tax per Oregon Revised Statutes,
Chapter 319. Fuels tax is the primary source of funds for the Department of
Transportation (ODOT), accounting for about 19 percent of its internally
generated revenue. Fuels tax information is housed in the Fuels Tax System
(FTS). This effort will implement a COTS package, Avalara Excise, to
replace the existing Fuels Tax System.
Road Usage Charge: This project supports SB810, which institutes a program
for pay-per-mile tax for users of public roads. The initial implementation
of the program is voluntary for drivers. To bring this program into
reality, the agency will contract with external providers (Account
Managers) who will capture mileage, calculate tax due and submit required
data to the ODOT. This project will build the internal system that will
capture the data generated by the program for audit and reporting at all
levels. Additionally, the Fuels Tax System will be enhanced to accommodate
the tax reports filed by the Account Managers.
