This solicitation is for a (1040 hours) Programmer III Key Person to
analyze and modify the Employment Department’s, Oregon Employer Payroll
Reporting system (OTTER), so that it will work with Microsoft Windows 10
and be backward compatible with Windows 8.1, 8, and 7. OTTER is a free
desktop application that allows Oregon employers, subject to payroll tax
payments, to file combined tax reports electronically.
The Department intends to manage the project using the Agile Scrum
Methodology. The Key Person must have experience in an Agile Scrum
environment or demonstrate an academic knowledge of the methodology. In
addition, the Key Person will be expected to conduct regular code
walk-throughs with OED Information Technology Staff. The goal is a complete
knowledge transfer of the program and how it works. This will allow the
Department to perform maintenance on the application after deployment.
The Department highly desires the Key Person to hold a bachelor’s degree in
computer science with an emphasis in software design and development. The
Key Person must be familiar with standard concepts, practices, and
procedures within the software development field. The Key Person shall be
expected to rely on his/her experience and judgment to plan and accomplish
goals. A certain degree of creativity and latitude is required.

Positions, education, transferrable skills and work experience for the last
5 years that are relevant to this Programmer III solicitation. The Agency
requires 3-5 years of Programming experience with desktop applications. The
applicant must have experience with .NET, C#, ADO.NET, Microsoft Access
2010 or 2013, and object orient programming. Experience with Active Reports
highly desired.
