*Natural Language Processing - Subject Matter Expert 3 – NLP Architect*

The contractor will provide strategic support of Office of Disability
Systems for health IT initiatives.  The contractor will utilize software
analytic and programming expertise to advance Natural Language Processing
(NLP).   The project work will include the following deliverables:

   - Evaluate the prior NLP market research to verify and changes to open
   source software solution
   - Recommend and develop a data storage repository working with Office of
   Systems resources in ODS and OESAE
   - Build a functional prototype to extract clinical concepts from textual
   content from Health IT documents
      - Use prior NLP research and utilize open source software to build a
      NLP solution for SSA.
      - Recommend a corpus of Health IT documents for the training and
      development\test set
      - Annotate the training document set
      - Train and tune the NLP system based on the corpus
      - Execute the extracted clinical concepts against the disability
      impairment business rules
      - Produce NLP analysis report to:
      1. Produce an analysis report on the requirements to configure the
      system and maintain the corpus
      2. Report on clinical concepts extracted from textual Health IT
      content
      3. Report on business rules that matched clinical concepts extracted
      from Health IT with and without MEGAHIT diagnostic and procedure codes
      associated with CCD documents

   - Bachelors +8 years of experience
   - Previous Experience with Health IT
   - Knowledge of Natural Language Processing (NLP) technology
   - Exposure to medical records viewer concepts/products
   - Experience with NLP technologies in a clinical environment
   - Experience with medical coding
   - Business Process Modeling in order to understand the current business
   process and recommend necessary changes;
   - Understanding of Health IT Standards (HL7 v2.x, HL7 v3, ASTM, X12N,
   HITSP component specifications, Clinical Document Architecture, Continuity
   of Care Record and the Health Story implementation guides);Patient
   Confidentiality and Privacy Standards – Health Insurance Portability and
   Accountability Act (HIPAA)
   - Understanding of clinical terminology, vocabulary, standards, and
   health informatics

   - Experience validating or adhering to Health Information Technology

   - Demonstrated knowledge of Clinical Terminology, Vocabulary, and
   Standards
   - Experience with Integrating the Healthcare Enterprise (IHE) Standards
   (PIX, PDQ, XDS.b, XDR)
   - Demonstrated knowledge of/experience with Web Service Security
   (WS-Security, WS-Addressing, SAML, XACML)
   - Experience with HealtheWay Connect and/or eHealth Exchange Cooperative
   Implementations
   - Experience with American Health Information Community (AHIC/NeHC) use
   cases relating to Electronic Health Records
   - Demonstrated knowledge of/experience with Continuity of Care Document
   (CCD) standards and constructs
   - Experience with Patient Confidentiality and Privacy Standards – Health
   Insurance Portability and Accountability Act (HIPAA)
   - Experience with the management of the entire project lifecycle for
   software development of a Health IT/Electronic Health Records (EHR)
   solution deployment
   - Experience with Health IT efforts for government agencies and/or
   specifically for SSA
   - Involvement with common Health IT industry organizations (CHIME,
   HIMSS, HL7, IHE)
   - Experience with financial transactions/fiscal standards that are
   currently in use in the medical community
   - Demonstrated knowledge of/experience with HIPAA administrative
   transactions that insurance companies and medical providers use for payments
   - Health Information Technologies such as HL7, ICD9, SNOMED
   - Version Control through Source Integrity (MKS)
   - SDLC (includes Requirements Engineering, Requirements Management,
   Development and Testing/Validation, Change Management, Configuration
   Management)
   - Experience with RDBMS and relational Databases such as DB2, Oracle,
   MySQL, SQL, JDBC
   - Experience with Design database solutions to satisfy application
   (business and
   technical) requirements
   - Experience and ability to analyze existing database schema
   DDL/instance layout and
   determine impacts of migrating to new target schema/instance environment
   - Experience working with GEO Spatial Implementation
   - Experience with Lucene Searches
   - Proven experience providing technical leadership
   - Excellent oral and written communication skills
   - Excellent time management
   - Ability to contribute to a high-performing, motivated workgroup by
   applying interpersonal and collaboration skills to achieve project goals.
   - Ability to contribute to the creation of an environment that motivates
