Description (including, but not limited to): Managing business analysis work or projects with distinct deliverables to a solution Identifying and documenting business processes, issues, value levers, metrics, and capabilities Collecting, organizing, and analyzing data Completing analysis and documentation of as-is capabilities Conducting interviews to gather business requirements Conducting industry, competitive and State analyses (strategic, financial, operational), business case development, as well as market research for benchmarking Supporting required system go-live activities, including conversion, support desk, site support, training delivery, logistics management, etc. Supporting change management and communications programs and activities Performing PMO activities related to project time tracking, work plan updates, status reporting, service metric reporting, and related project administration tasks The Office of Early Learning of The North Carolina Department of Public Instruction is developing a new formative assessment process, and an online software tool, which will be utilized to assess the skills, and inform instruction, for students in Kindergarten through the third grade in all North Carolina public schools. This project is being facilitated through an approved contract with UNC Charlotte, who provide academic and research guidance for the new assessment process, and through Teaching Strategies, LLC, a software vendor hired via a sub-contract with UNC Charlotte, and who is responsible developing, hosting, and maintaining the new software tool which will support the new assessment process. Teaching Strategies is also responsible for developing training materials, and conducting training sessions, and also for Help Desk support going forward. The project is known as the “K-3 Formative Assessment Process” (K3FAP). The current phase of the project includes a legislative mandated “Kindergarten Early Assessment”, which must be completed for each kindergarten student within 60 days of enrollment for the 2015-2016 school year. The next phase will include the full K-3 assessment process for kindergarten through third grade, and is scheduled to commence at the start of the 2016-2017 school year. DPI seeks an experienced Business Analyst who will support the project conducting the necessary analysis to implement the needed interfaces between K3FAP, and other relevant applications supported by DPI. This person will document business requirements, integrating myriad data sources, and leading quality assurance efforts will be directly responsible for the deliverables described in this document. 40% Functional Integration, Analysis and Support Act as a liaison between The Office of Early Learning, DPI Technology Services, and the K3FAP vendor, to gather, clarify, and document business requirements, and to coordinate and document all discussions related to the requirements management process. Conduct the necessary analysis to determine and document the required interfaces between K3FAP, PowerSchool, and mClass Reading 3D. Also, work with the appropriate stakeholders and technology staff to determine the appropriate sources of data, and frequency of source system interfaces. Produce a detailed scope, requirements definition, and functional specification for the selected architecture and optimized data flows between PowerSchool and mClass Reading 3D. Serve as the lead for the K-3 FAP integration with the Identify Access Management system Lead troubleshooting and internal support activities related to K-3 FAP Serve as formal troubleshooting escalation point for NCDPI (tier 2 support); and Coordinate issue and risk management activities with the current and future vendors Other duties as assigned. 40% Data Integration Coordinate the activities between the vendor, Teaching Strategies, and DPI Technology resources, to define, test, and implement the required data feeds from the relevant DPI system to K3FAP Coordinate the implementation of secure production file delivery to Teaching Strategies Coordinate delivery of test files, test results, and user acceptance with Teaching Strategies and DPI for the data interfaces Lead the discussions related to the longer term integration strategy of K3FAP with other DPI applications; devise a system architecture that supports efficient integration with other applications, and also presents a logical, user-friendly interface to other DPI users Update any relevant system data flow or system architecture documentation throughout the project Initiate integration analysis and design to support K-3 assessment project integrations with other applications such as mClass Reading 3D. Consult with the DPI system architect resource, and document alternatives to optimize all data flows from PowerSchool, and mClass Reading 3D, to the K-3 Assessment product. Act as liaison with Teaching Strategies to escalate and monitor issues and risks associated Other duties as assigned. 20% Quality Assurance Produce a Quality Assurance Plan, produce test cases, and manage the user acceptance testing for all K-3 system integration phases.
