NCDOT is seeking a Marketing Analyst/Business Analyst contractor for an
approximately 6 month engagement in the Department's PMO organization in
support of the DMV Modernization Channel Strategy Project.

Under the DMV Modernization Program, the Channel Strategy Project is tasked
with determining the channel strategy that best meets DMV's and NC
Citizens' needs for services. The Marketing Analyst/Business Analyst will
be responsible for conducting research on channel strategies in private and
public sectors available as well as highest return on investment for those
channels. The role is also responsible to work with business subject matter
experts and project manager in developing the framework on how solutions
will be delivered meeting the goals. This individual will be knowledgeable
in all aspects of business analysis, market research and has a basic
understanding of project management and system development life cycle for
multiple channels.  The individual must have proven experience with
enterprise level development projects.

Role responsibilities:
Applies qualitative and quantitative techniques to interpret the data and
produce substantiated recommendations
Communicates with the Business Customer to understand and document business
Demonstrate advanced statistical analysis and research methodologies using
common statistical computer programs
Develop focus groups and solicit customer feedback
Design and assist in the development of questionnaires and moderator guides
to ensure the necessary data is captured
Conduct in-depth data analyses using traditional and advanced methods
Author reports containing actionable recommendations
Examine the channel strategy’s return on investment
Analyze marketing metrics to identify cause and effect relationships
Conduct secondary research, including finding information from industry
associations, statisticians and marketing experts
Develop a plan to execute and implement the designed strategy
Present the findings to the Project Manager, and may present the findings
and recommendations to the Business Customer

Experience in public and private market research industry
Proven strong analytic and critical thinking skills
Working knowledge of geospatial information systems(GIS) and their
application to marketing techniques and strategies
Excellent written, oral, and presentation communication abilities
Expertise with Microsoft Suite Tools (Excel, PowerPoint), and advanced
statistical tools (SPSS/SAS)
Understanding of the principles, guidelines, processes and lifecycle of
lean six-sigma
