Location: Harrisburg, PA
Duration: 6 Months

Must be IIBA Certified.

$40-45

The Business Analyst is responsible for the set of tasks and techniques
used to work as a liaison among stakeholders in order to understand the
structure, policies, and operations of an organization, and to recommend
solutions that enable the organization to achieve its goals.

Role Description:
Experience conducting Facilitated Workshops for requirements analysis.
Experience creating workflows using formal notation such as the Business
Process Modeling Notation (BPMN).
Knowledge of formal requirements gathering methodologies.
Experience developing Business Requirements - project initiation document,
what the needed achievements will be, and the quality measures.
Experience developing Functional requirements - describe what the system,
process, or product/service must do in order to fulfill the business
requirements.
Experience developing User (stakeholder) requirements - are a very
important part of the deliverables, the needs of the stakeholders will have
to be correctly interpreted. This deliverable can also reflect how the
product will be designed, developed, and define how test cases must be
formulated.
Experience developing Quality-of-service (non-functional) requirements -
requirements that do not perform a specific function for the business
requirement but are needed to support the functionality.  For example:
performance, scalability, quality of service (QoS), security and usability.
Experience developing Report Specifications - define the purpose of a
report, its justification, attributes and columns, owners and runtime
parameters.
Experience developing Requirements Traceability Matrix - a cross matrix for
recording the requirements through each stage of the requirements gathering
process.
Strong organization and writing skills.
Experienced developing graphic representations of complex business
processes.

The key responsibility of the Business Analyst 3 will be to work with the
business owners and technical team in the development and documentation of
business requirements to help facilitate the migration of the Contractor
Responsibility Program system from its current platform in order to achieve
greater efficiencies, correct security vulnerabilities and lessen
maintenance overhead.
High Level Goals and Objectives

Goal:  Analysis of existing application.
Main Objectives:
Identify, research and document business deficiencies.
Identify, research and document process deficiencies.
Identify, research and document application deficiencies.

Goal: Identify future needs or greater processing efficiencies.
Main Objectives:
Recommend operational efficiencies for the new solution.
Ensure mitigation of existing security vulnerabilities.
Ensure ease of application maintenance for the new solution.

Goal:  Development of business requirements.
Main Objectives:
Lead in definition and clarification of business requirements.
Elicit requirements using various techniques such as interviews, document
analysis, requirements workshops, business process analysis, use cases and
scenarios.
Collaborate with developers and subject matter experts to create the
business design.
Detailed documentation of business requirements.

Goal: Translation of business requirements to technical specifications.
Main Objectives:
Provide reasonable and accurate team estimates.
Participate in process/business design activities for the new solution.
Ensure technical specifications satisfy business requirements and meet
project objectives.
Detailed documentation of technical specifications.

Essential Functions:
Detailed analysis of the existing application.
Definition, development, and documentation of business requirements,
objectives, deliverables, and specifications in collaboration with users,
stakeholders, and customers.
Translating business requirements to detailed technical specifications.
Reporting activity status at a frequency requested by the Division Chief or
technical Team Lead.
Managing assigned project activities to meet the timelines, budget, and
stakeholder requirements/quality as provided by the technical Team Lead.
The following represents examples of project deliverables that could be
required from the contract business analyst:
As-is process flows
To-be process flows
Procedural text documents
Review and update network diagrams; create where necessary
Review and update system flow diagrams; create where necessary
Database I/O and specifications
Analysis documents of industry standards or best practices
Standards and process recommendations documentation
Detailed Business Requirements
Detailed Technical Specifications
In addition to the above deliverables, the selected business analyst may
lead meetings and perform other duties as assigned by the Division Chief or
technical Team Lead.
