* Please send the resumes at pe...@cncconsulting.com* *Job Title: QA/Test Manager w/Medicaid Location: Columbia, SC Duration: 12 Months* *Rate: $75/hr on C2C* * Years of Experience & Expertise Level: 10+ **is Must* *DAILY DUTIES / RESPONSIBILITIES:* The Quality Manager is responsible for a PMI-oriented approach and methodology to ensuring DDI (Design, Development, and Implementation) process conformance, as well as assisting in monitoring and controlling the quality of project deliverables. *DUTIES INCLUDE:* • Understanding of solution requirements, monitoring development execution, and performing validation of deliverable against original requirements as expressed in a requirements traceability matrix; • Participating in the requirements management processes, including change control, version control, tracking and status reporting, and traceability; • Act as primary owner of the requirements traceability process and execution; • Collaborate with the UAT Lead on a testing strategy for all Replacement MMIS related projects; • Owner of the testing strategies developed; • Collaborate with the Process Integrator to ensure requirements will integrate appropriately with other enterprise processes and initiatives; • Collaborate with Systems manager on requirements/testing tool and processes for project team; • Collaborate with the Replacement MMIS Project Managers on scheduling the necessary testing and other quality activities; • Providing requirements interpretation and guidance to test teams; • Consolidating defect tracking and resolution efforts of the User Acceptance Team lead and respective staff, developing testing activity protocols, and developing techniques and standards for use in defect tracking and resolution; • Proactively identifying risks, issues, and action items leading to possible solutions; risk resolution techniques highly desired, including mitigation, transference, avoidance, and where required, acceptance; • Planning for, conducting, and reporting on testing and other quality assurance activities; • Assist Project Director with reporting needs to the Management and CMS; • Collaborate with the Replacement MMIS Project Director and Project Managers on a Change Management process; • Document and own the Change Management and Quality Management Plans; • Collaborate with/support the Certification Lead on compliancy/certification needs; • Aid Project Director and Project Sponsor on ensuring documentation and processes are being followed; • Coordinating with the project’s Independent Validation and Verification entity regarding Quality Audits, requirements validation, and total quality management; • Interacting with internal and external organizations (i.e. vendors, State and Federal government agencies, State providers and beneficiaries, and other stakeholders).; • Participating in standup of business operations supporting the Replacement MMIS projects; • Other duties as assigned. *REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):* • Quality management experience on major IT healthcare systems development • Strong background and at least six years in healthcare insurance operations (payer or provider side; government or commercial side). Experience in multiple business areas is a plus. Note: IT operations are not the same as business operations • 4 or more years of software quality assurance experience; • Various QA methodology and industry-standard testing and defect tracking tool experience; • Diverse experience on a variety of platforms such as WEB portals, PC’s, MAC’s, backend services, smart phones, etc; • Possesses a green or black belt in Lean Six Sigma methodologies • Knowledge of Medicaid Information Technology Architecture (MITA) principles and framework. • Thorough knowledge and understanding of the Medicaid Enterprise Certification Toolkit (MECT) checklist • Knowledge of Medicaid. • Ability to effectively work and communicate, in both oral and written, with all levels of the Agency from frontline workers to Executive Staff as well as the Vendor(s). • Ability to properly document quality audit and monitoring and controlling activities. • Ability to interpret business process and business data models. • Experience using modern commercial rules engines and their respective orchestration layers. • Superb written and oral communication skills, including the ability to give presentations to executive management. Strong proficiency in English is required. • Impeccable integrity. This project will have very high visibility and will impact significant expenditures of public funds.
