*Job description:*

The PM’s chief role is to assist the PMO with the management, coordination,
and support of the projects, programs, and initiatives requested by city
departments.  Specifically, we require one project manager with strong
skills in project initiation, planning, executing, monitoring/controlling,
and closeout.  To that end, the PM will be responsible for tasks including
but not limited to the following: developing the charter, identifying
stakeholders; defining the project team; creating the project budget;
developing a project schedule; gathering business and technical
requirements; facilitating gap analyses; coordinating the research,
selection, procurement, design, build, test, and implementation of a
solution; transitioning the solution to operations, and closing out the
project.  The PM will help the business implement and sustain quality
business solutions by determining the requirements of a project or program
and communicating them clearly to stakeholders, sponsors and project
teams.  The PM(s) will be responsible for working directly with customers,
business analysts, project team members, business analysts, enterprise
architects, business decision makers, service owners, business process
owners, and a multitude of other responsibilities to perform as assigned.

*Skills Required *

The duration of this engagement is expected to be short, but can go as long
as 18 months. The PM will report to the Enterprise Program Management
Officer.  The City seeks a temporary professional Project Manager with a
Master’s degree in business, project management, computer science or a
related field, a Project Management Professional (PMP) Certification from
the Project Management Institute (PMI) and at least five years Enterprise
level Program/Project Management experience while fulfilling the following
requirements:

•       Proactively communicate and collaborate with external and internal
customers to analyze business and functional requirements in preparation
for building a business case and/or initiating a project.

•       Critically evaluate information gathered from multiple sources,
reconcile conflicts, decompose high-level information into details,
abstract up from low-level information to a general understanding, and
distinguish user requests from the underlying true needs.

•       Negotiate with project stakeholders or suppliers to obtain
resources or materials (e.g. staff/skills, funding, training,
hardware/software)

•       Work independently with business and technology personnel to define
concepts and approaches for planning, analyzing, executing, and
transitioning project deliverables.

•       Strong analytical and business skills required, including a
thorough understanding of how to interpret customer business needs and
translate them into application and operational requirements.

•       Excellent verbal and written communication skills and the ability
to interact professionally with a diverse group, executives, managers, and
subject matter experts.

•       Successfully establish and execute a project work plan which
includes the project schedule, deadlines, milestones, and resources.

•       Monitor and control the project through the use of issue logs, risk
assessments, documented scope change requests/approvals, status reports,
and communication plans.

•       Develop and manage the project budget.

•       Manage project execution to ensure adherence to budget, schedule,
and scope.

•       Monitor or track project milestones and deliverables.

•       Identify, review, or select vendors or consultants to meet project
needs.

•       Direct or coordinate activities of project personnel.

•       Assign duties, responsibilities, and spans of authority to project
personnel.

•       Perform risk assessments to develop response strategies.

•       Submit project deliverables, ensuring adherence to quality
standards.

•       Develop implementation plans that include analyses such as
cost-benefit or return on investment (ROI).

•       Transition project deliverables to operations and ensure that
objectives were met.

•       Serves as the conduit between the customer community (internal and
external customers) and the Program Management Office through which
requirements flow.
