Details:
We are looking for a Medicaid Operations Process Analyst or someone with
Medicaid Fiscal Agent experience supporting process improvement activities.
Responsibilities:
*   The qualified candidate will have a strong background in Medicaid
operations and fiscal agent activities related to multiple business areas.
*   The team member will work closely with business owners, design teams
and other stakeholders to identify and maximize opportunities to use
information and technology to improve program business processes.
*   The process analyst will work with multiple stakeholders to generate
process flows and supporting documentation according to standard templates,
using natural language simply, clearly, and concisely.
*   These process flows will be used as an input to creating desktop
procedures and training materials.
*   Will be responsible for annotating and updating the current AS-IS
processes of the Maryland Medical Assistance Program as well as other
programs.
*   The candidate will document any process gaps and actively participate
in business process re-engineering activities using their prior operations
experience to create efficient and accurate TO-BE process flows with the
goal to eliminate duplication of work, enhance delivery flows, identify
efficiencies and reduce overall daily processing costs.
*   Create To-BE flows using process modeling tools such Visio and
Enterprise Architect.
*   Develop the TO-BE process flows and align them to Medicaid Information
Technology Architecture (MITA) business process areas.
*   Utilize the documented Medicaid Management Information System (MMIS)
design documents and collaborate with existing Business Analysts and
Technical Leads to bridge information gaps to avoid collecting duplicate
information from client staff.
*   The candidate will be responsible for presenting the To-BE flows to
Business Analysts, Technical Leads and fiscal agent operations staff to
seek feedback and process improvement opportunities.  The candidate will
incorporate and accurately document the agreed upon changes for delivery to
the client for approval.
*   Collaborate with the Enterprise Business Process Architect to escalate
gaps and seek inputs and solutions in addressing the gaps.
*   Reports to the Business Process Lead during daily standups and weekly
team meetings to provide task progress, supply metrics to quantify the
progress, identify and report risk/issues and suggests possible mitigations
and resolutions.
Skills Required:
*   Bachelor's degree from a four (4) year accredited college or university
in a technical or science field, with a minimum of three years of
experience in a Medicaid operations and/or fiscal agent position supporting
process improvement activities.  Excellent business/operations process
knowledge in at least one Medicaid business process area.
*   Relevant Medicaid operations and MMIS experience will be accepted as a
substitute for the educational requirement.  Minimum of 5 years Medicaid or
other large scale healthcare claims process experience.
*   Familiarity with the end to end business process either in Member
Management, Provider Management, Operations Management or Care Management
business area of which at least six months must have been spend creating,
reviewing or updating process flow charts or creating desktop procedure
documents
*   Demonstrated ability to work independently or under general direction.
*   Has experience with flowcharting tools such as MS Visio or Enterprise
Architect
*   High level of proficiency using MS Office applications, including Word,
PowerPoint, and Excel
*   Possess strong interviewing, listening, observational, facilitation,
interpersonal, and process modeling skills.
*   Excellent attention to detail, organization, and problem solving skills
*   Effective time management skills including the ability to handle
multiple projects simultaneously
*   High-level of interpersonal skills and ability to partner with other
team members, project stakeholders and leadership.
*   Working experience in a matrix organization, experience in identifying
risks/issues, implementing risk/issue mitigation/resolutions  strategies in
a timely matter to reduce the impact to project deliverables and timelines
as defined in the project schedule
*   Ability to communicate effectively with the design teams, project
management, and the customer at all levels to ensure tasks are completed
accurately and in a timely manner.
*   Experience on an MMIS replacement project
*   Knowledge of MITA and all business process areas
*   Experience with Enterprise Architect (EA) by Sparx Systems
