JOB CODE DESCRIPTION: Designs training and developmental programs and
processes for employee skill enhancement and career development that target
individuals as well as groups.  Links performance management and employee
development to larger organizational goals and strategies in order to
improve organizational effectiveness through team-building, leadership
development, improved communication and goal setting activities, and other
organizational development activities. Administers training programs to
ensure the availability of licensed and qualified personnel.  Analyzes and
determines training needs and develops customized training programs and/or
identifies appropriate off-the-shelf or vendor training programs for
various company business units that will enhance both technical and core
competencies across the organization.  Evaluates training programs to
ensure they are providing the appropriate level of instruction and skills
development.  Takes part in conducting training programs and constructing
training manuals and aids.  Evaluates performance metrics and designs and
implements performance improvement strategies.  Establishes and maintains
department budget.  Directs the day-to-day operations of assigned system
and staff.

1-Administers, organizes and conducts structured learning experiences in
connection with management and promotional development, on-the-job
training, and employee orientation for company employees;
2-Collaborates with local work groups to ensure proper use and deployment
of talent development programs;
3-Leverages understanding of the telecommunications industry and the
required talent needed to design, adapt, and implement employee development
programs;
4-In conjunction with design team, designs, writes, or modifies training
curriculum, testing, and support materials for new training programs and
materials to be implemented in the field;
5-Tracks and analyzes course evaluations in order to judge effectiveness of
training sessions and to implement suggestions for improvements; makes
recommendations to management on needs assessment and evaluation results;
6-Assists in performance measurement data analysis to refine and enhance
training opportunities that drive performance enhancements;
7-Assesses, analyzes, and consults with managers regarding workforce
development issues, behavioral and technical competency model development
and assessment, and leadership development;
8-Designs, implements, and facilitates appropriate reinforcement programs
and aids to ensure transfer of learning by developing methods to evaluate
performance strengths and development needs in cooperation will supervisors
and managers;
9-Provides performance feedback to trainees, supervisors, and managers by
observing and monitoring training progress as well as maintaining records
of test scores and attendance;
10-Analyses the organizational bottom-line impact of changes in company
procedures, products, and services by consulting with management in order
to design, develop, and implement a variety of system-wide training and
education programs;
11-Ensures computer based training updates are made in a timely manner;
addressing problems encountered by users; and editing exam bank to correct
identified deficiencies;
12-At higher levels, may design and develop in-house training programs and
organization development processes;
13-At higher levels, may provide functional guidance, advice and/or
training to less-experienced professionals;
14-Technical Trainers only:  Designs/adapts and leads training courses to
ensure the acquisition of essential technical skills and knowledge by
utilizing proven instructional teaching principles, methods, safety, and
quality standards.

Typical Training / Experience - Typically requires BS/BA in related
discipline. Generally 8+ years experience in related field; certification
required in some areas OR MS/MA and generally 5-7 years experience in
related field; certification required in some areas

Dept/Org Scope & Impact - Recognized subject matter expert.  Concerned with
problems that have a direct and important effect on business programs and
results; Routinely called upon to apply/demonstrate mastery of existing and
emerging technologies, practices, and processes; May direct major projects
or programs with significant business impact within department, area, and
business unit

Problem Complexity - Performs leading-edge areas of work for the
professional field (where applicable); Displays the highest level of
critical thinking and analysis in bringing successful resolution to
high-impact, complex, and/or cross-department problems

Makes prompt, sound decisions when faced with complex and often
contradictory alternatives that result in successful outcomes

Autonomy - Operates with considerable latitude.  Situations may have little
or no precedent requiring original or new concepts or approaches without
guidance from others; Reaches decisions under conditions of uncertainty

Knowledge - Possesses extensive knowledge in primary discipline or
technical/ scientific area; State-of-the-art knowledge of technologies,
processes, and practices; Point of authority and/or source of technical/
scientific knowledge

Primary contribution is in applying knowledge (product, industry,
professional, technical), rather than managing people.  Greater than 50% of
time is doing individual contributor work; No responsibility for developing
and managing operating plans/budgets

Influence/People Leadership - Develops or engages/directs others in
developing innovative solutions to important, highly complex strategic and
operating problems; cross-department considerations are often present ; May
provide oversight to employees' professional development, but does not have
unilateral hiring or firing authority
