As a minimum, each team member must have experience in at least one area
listed below; however, experience in all of the areas listed below must be
addressed collectively as a team. Failure to meet the mandatory
qualifications will result in disqualification of the proposal.
A. Mandatory Qualifications
1) Minimum Education
Master Degree in Computer Science or Management Information
System (MIS).
or
Bachelor’s Degree in Computer Science plus two years of equivalent
professional experience as an Architect, Project Manager and Consultant.
or
Six years professional experience as an Architect, Project Manager and
Consultant.
and
In addition to the Minimum Education Requirement, the Architect/Consultant
must also meet the Minimum General Experience Requirement below.
2) Minimum SAS/General Experience Requirement
All these qualifications requires three (3) years’ Experience in SAS with
at least (1) years’ experience in SAS 9.4.
i. Experience with installation of SAS Intelligence Platform solutions and
supporting products, including the SAS Office Analytics solution and SAS
Access engines
ii. Experience with administration of SAS Intelligence Platform in a
Windows virtual environment
iii. Experience with configuration of authentication and security settings
within SAS 9.4 platform solutions (SAS Metadata)
iv. Knowledge of best practices and industry standards with regards to SAS
9.4 Intelligence Platform administration.
v. Ability to document and provide training/knowledge transfer regarding
SAS 9.4 Intelligence Platform configuration.
vi. Development, implementation, and administration of medium to large
sized network systems using client/server technology (e. g. Windows Server
2008R2, SQL Server 2005/2008R2, SAS Server 9.1.3/9.2/9.3/9.4)
vii. Administration of a Local Area Network system including Statistical
Analysis System (SAS) and Structured Query Language (SQL) servers
viii. Three years of experience configuring server, group, and service
account to meet strict security policies, including customization of
security policies. Specialized knowledge of business issues related to
implementing systems
ix. Experience in business best practices
x. Experience in management of complex business change
B. Desirable Qualifications
1. Experience working with large SAS migration project
2. Experience working with Mainframe SAS systems
3. Experience working with DHCS Programs and IT information systems.
4. Excellent verbal and written communication skills.
5. Experience supporting n-tier applications including both custom and
commercial applications on the Microsoft platform
6. Experience administering and establishing servers and providing direct
support for application servers in multiple security zones in a high
security environment
7. Experience with high-volume OLTP database systems and large databases
(one terabyte in volume or greater)
8. Excellent writing, organization, and communication skills
9. Organizational skills as well as judgment in determining the time needed
to complete certain tasks in order to accomplish program deadlines
10. Knowledge of word processing and system architecture design software
11. Experience with Microsoft Windows Active Directory (AD) and
administration tools
12. Ability to manage and generate reports from databases such as SQL and
SAS.
13. Experience with project management and systems analysis
14. Familiarity with State of California Information Systems acquisition
and installation policies
15. Demonstrated ability to train others and provide knowledge transfer.
16. Experience using virtualization technologies in server environments.
17. Previous Network Integration experience with a California state agency.
18. Specialized IT knowledge of business issues related to implementing
systems
