*Scope of Project: *

The Office of Payroll Administration (OPA) is responsible for coordinating
matters of payroll policy and procedures among City oversight and line
agencies, ensuring City compliance with applicable Federal, State, and City
employment tax regulations, distributing and accounting for the City's
payroll, managing the City's payroll bank accounts, and ensuring the
integrity, accuracy, and operational effectiveness of the City's payroll
systems. The Information Technology Services (ITS) division/Network
Operations is seeking an experienced information technology (IT)
professional to provide consulting services in the form of a Database
Administrator for the LoDI FICA Refund Claim System.



The LoDI application is a combination of Web, Windows Executable, Web
Module, Windows Service, Bath Files, system interfaces, and other
components. To date, the database consists of approximately 100 tables, 190
stored procedures with approximately 200-300 physical lines of code per
stored procedure, 18 functions with approximately 50 – 100 physical lines of
code each, 5 views with approximately 50-100 physical lines of code and 30
reports.

The Database Administrator consultant will be responsible for analyzing
business and functional requirements, planning, designing, configuring,
installing, testing, troubleshooting, integrating, performance monitoring,
maintaining; enhancing, security management, and support of the database
system.



The *Database Administrator Consultant in addition to the above will be
responsible for:*

   - Identifying and documenting the design, functional or technical
   documentation of the system;
   - Creating logical data model diagrams such as entity-relationship
   diagrams and physical data model diagrams and
   - Implementing the data migration/conversion/transformation plan;
   - Recommending the architecture required for the system;
   - Developing and providing user support material as required;
   - Providing security protocols and documentation for the system,
   including passwords based on the City's requirements;
   - Providing protocols or documentations used in configuring; installing
   and testing of the system;
   - Developing, implement and provide protocols on capacity planning ,
   recovering lost data; and backup and recovery plans;
   - Developing, create, implement and provide application performance
   plans;
   - Creating and maintaining data dictionaries by documenting data elements
   and their attributes;
   - Writing scripts for data base creation, manipulation, and
   administration;
   - Writing coding standards and procedures;
