Primary Job Responsibilities

The primary objective of the Technical Services Manager is to plan,
organize, integrate and manage work of the Technical Services Unit of the
Information Technology Infrastructure department.  The Technical Services
Manager manages and oversees design, administration, support and maintenance
of enterprise-wide network, telephony, server, data storage and IT security
systems.  The Technical Services Manager provides expert professional
assistance and internal consulting to departments on technical
infrastructure design and support issues to meet business, operating and
data management needs.  The Technical Services Manager participates in the
development of effective technology architecture solutions, maintains a cost
effective and highly available infrastructure and performs related duties as
assigned.  

 

The incumbent is responsible for leading the effective planning and
completion of multiple technology projects while ensuring stable, reliable
and efficient network, telephony, server and storage systems performance for
internal and external customers.  Specific responsibilities include:

.         Plans and oversees the work of assigned staff and contractors;
supervises, evaluates and provides performance and project feedback;
establishes performance requirements and personal development targets;
regularly monitors staff performance and provides coaching for performance
improvement and development; subject to management concurrence, recommends
disciplinary action, up to and including termination, to address performance
deficiencies, in accordance with personnel policies and provisions.

.         Supervises and participates in the development, implementation and
evaluation of plans, policies, systems and procedures to achieve long-range
and annual goals, objectives and work standards.

.         Develops and maintains strong customer relationships to ensure
effective service delivery and customer satisfaction; interacts with
customers regularly to develop and refine requirements, gain agreement on
solutions and deliverables, report on progress, monitor satisfaction,
identify and resolve concerns and conflicts and seek cooperation,
involvement and action to achieve mutual objectives.

.         Supervises and participates in managing infrastructure projects;
develops project feasibility and scope of work project boundaries, detailed
project plans, milestones and deadlines;

.         Coordinates the design, build, installation, maintenance and
support of an effective, reliable interoperating infrastructure to promote
the sharing of information and operations; oversees the monitoring of system
and network performance; forecasts requirements and performs capacity
planning studies; oversees maintenance and modification of systems to expand
capacity and maintain operations to meet enterprise requirements; recommends
the purchase and upgrade of network, telephony and server hardware and
software.

.         Supervises and coordinates administration of enterprise data at
the infrastructure level and data storage systems to facilitate and promote
the shared use of data as a corporate resource.

.         Supervises and participates in department/enterprise disaster
recovery planning and systems and data security administration.

.         Monitors operations and performance; ensure timely and effective
problem identification and resolution; investigates and resolves escalated
customer concerns and complaints; supervises the development of system,
network and customer documentation.

.         Coordinates and integrates project activities with other IS units
and divisions; organizes and coordinates activities across multiple customer
business units.


Job Requirements

 

.         5-7 years of progressively responsible experience in the design
and installation of information systems and hardware, including operating
systems, telephony platforms and network infrastructure, at least three of
which were at a supervisory level.  

.         3-5 years demonstrable experience applying principles, practices
and techniques of information technology management resources to most
effectively meet project goals. 

.         Expertise with operating system architectures, characteristics,
components, uses and limitations.

.         Certification and experience with network architectures and theory
and principles of network design and integration; principles, practices and
methods of systems/networks internet/intranet technologies and design
concepts. Must be knowledgeable and experienced in the administration of
Cisco network devices.

.         Ability to plan, organize, integrate and manage a broad range of
technical infrastructure development, implementation and maintenance
activities; identify information management issues and opportunities,
analyze problems and alternatives and develop sound conclusions and
recommendations. 

.         Skills and experience required to asses short-term and long-term
business and technology needs; formulate conceptual frameworks and apply
enabling technology solutions in an integrated, efficient and cost effective
manner.

.         Demonstrate a highly adaptable approach to supervision with
ability to work in a fast paced demanding environment and prioritize
dynamic, heavy workload with minimum supervision.

.         Must have excellent communications skills to prepare clear,
concise and accurate reports and other materials and deliver them
effectively to an audience.

.         Evidence of ability to develop and implement appropriate
procedures and controls; exercise sound expert independent judgment within
general guidelines 

.         Excellent interpersonal skills; ability to exercise tact and
diplomacy in dealing with sensitive, complex and confidential personnel
issues and employee situations; establish and maintain highly effective
customer-focused working relationships with all levels of management,
employees, consultants, contractors, vendors and others encountered in the
course of work

.         Experience managing migrations and operations using VMWare and
Microsoft virtual environments.

.         Understanding of High Availability and Disaster Recovery
requirements and solutions.

 


Education

 

 

BS/BA degree in computer science, management information systems or a
closely related technical discipline.
