| Duties & Responsibilites : | PROGRAM/POSITION INFORMATION Program: This position is with the Client, in the Administrative office/unit. The Division’s primary mission is to provide support and improve the ability of a client, divisions and staff to achieve their missions through the use of technology developed and/or supported. Client services and systems include users beyond the immediate court system – businesses, government entities, attorneys and the general public. This position is responsible for maintaining the Client Quality Management Plan (which entails technology and performance based applications), providing quality management support and analysis to the Client initiative within the Enterprise. The incumbent will provide quality management assistance and reviews of all projects with the client Program. The Client Program is a $90 million comprehensive business transformation and service delivery initiative spanning five years. When completed, the program will carry out the vision to give all, but particularly the staff, the tools they need to provide just, prompt, and safe resolution of disputes; to improve public safety and the quality of life in our communities; and to improve the lives of children and families in crisis. In short, better information, better decisions, and better outcomes. Specifically, Program will: Improve the ability to solve disputes more quickly, make more informed decisions, and improve safety and quality of life Oregonians; Improve public access to services and information; Improve data sharing throughout the public safety and criminal justice community; Streamline the operational functions of the system; Provide improved sentencing decision support; Provide the ability to view and analyze data at the person level rather than just the case level; Provide data to measure and manage performance; and Provide a paper-on-demand solution. Position: The incumbent will report to the Client Program Director. They will act in an oversight capacity, ensuring quality processes, products and practices meet or exceed the quality standards defined in the Client Program Quality Management Plan. The position is responsible for leading most program-level quality activities as outlined in the Quality Management Plan and established quality management standards. It will include but is not limited to: working directly with staff to improve quality processes, leading independent quality reviews, monitoring quality standards to ensure success, and developing, monitoring and reporting metrics for established quality factors both internally and externally. This is not a quality assurance or quality control position. It is specifically targeted at managing quality through improving project implementation processes. This position has the responsibility to ensure staff understand project implementation quality, to ensure that the Program has measurable quality standards, and that executive leadership has an understanding of quality issues related to implementing a sophisticated COTS software package. WORKING CONDITIONS This is a part time position, 20 hours a week, Monday through Friday. Specific work week schedule is negotiable. Daily use of computer equipment required You must have a valid driver’s license and acceptable driving record or be able to provide an acceptable alternative means of transportation ESTABLISHED GUIDELINES FOR POSITION General familiarity with client Revised Statues defined standards; software development and testing, and business requirements analysis is desired. Guidelines used to perform the job; Develop and provide a review of each project’s current status. Work with project managers to ensure all project artifacts are in place, well documented and up to date. Create and document analyses on the project health of each project to include strengths, weaknesses, and recommendations and corrective actions required. Work with Project Managers to review weaknesses, deficiencies and actions needed. Coordinate and work with project teams to complete corrections. Provide follow-up review to assure changes and corrective actions have been implemented. Work with courts and project resources to obtain input of diverse views, and work across traditional functional boundaries to identify and understand common purposes and goals for delivering business value. ADDITIONAL JOB RELATED INFORMATION Any other comments that would add to an understanding of this position: SPECIAL REQUIREMENTS: List any special mandatory recruiting requirements for this position: Knowledge: Demonstrated knowledge to model, document and implement quality process improvements that yields productivity and efficiency increases; write reports of project health, facilitate meetings and develop presentations on implementation process improvement techniques; knowledge emphasis should include government quality assurance standards; demonstrated recent experience and skills in quality management, data analysis, testing, demonstrated experience with Project Management Institute’s Project Management Body of Knowledge (PMBOK); preferred PMI PMP certification Education: Bachelor’s degree in information technology, business administration, mathematics, engineering or related field that involved management of information technology, the application of data processing, or systematic problem solving techniques AND 6 years of government or industry quality assurance standards; preference given to candidates with PMI PMP certification skills/Qualifications MS Office Proficient SharePoint |
