Duties & Responsibilites :	The Program Financial Analyst develops and maintains all aspects of the Federal CMS Advanced Planning Document (APD) that secures CMS approval and enhanced federal funding for all projects to include the Health Information Technology Implementation APD , Enrollment and Eligibility Implementation APD and newly required Enrollment and Eligibility Operations APD. The analyst will also develop and maintain the budget for all APDs, review and prepare invoices for payment, prepare contract modifications and PARFs, tracks and reports expenditures. This position is responsible for developing and maintaining all aspects of the Federal CMS Advanced Planning Document (APD) for projects; planning, managing and develop forecast of program budgets; analyzing, reconciling, tracking and reporting of program expenditures; and managing contracts and memorandums of understanding with external Agencies under the direction of the Program Director and Budget & Contracts Manager.  Requires ability to analyze budgets and utilize most efficient means to distribute funds and other resources supporting the program.  Provides change management and what-if scenarios for the Program Management Office budget; proposed budget/changes; forecasts; impact analysis of the changes against the approved budget and associated federal grants. Successfully develop financial controls to analyze spending to ensure compliance with federal and state requirements. Skills Required / Desired: Considerable knowledge of accounting, budgeting, and fund management Required 7 Years   Must have demonstrated knowledge of financial analysis and reporting methods.  Required 7 Years   Must be able to produce clear and concise reports using spreadsheet and word processing software.  Required 7 Years   Requires demonstrated ability to manage multiple projects while adhering to established timeframes. Required 7 Years   Must have demonstrated ability to work both independently and with others, to communicate effectively, both orally and in writing, and work successful Required 7 Years   Have worked in an IT environment Highly desired 3 Years
