Duties & Responsibilites :

Client is a Government Integrator that is being contracted by the XXXX to assist in their MMIS (Medicaid Management Information Systems) upgrades to be compliant for ICD-10. Ultimately, the new systems need to be able to handle the new code set which is used for medical diagnostics. This impacts pretty much everything that deals with healthcare.

They are looking for BA staff to perform requirement gathering/reporting from stakeholders to learn business objectives so the MMIS will be transformed appropriately. There will be more positions coming (mostly BA's) as approval/funding comes through.

The Business Analysts will need to have strong MMIS system knowledge with a good understanding of business application of the system. Each BA will work with State counterparts on specific system/policy areas and will see those areas through the entire life cycle of the project. They will all be responsible for the testing aspects of their ‘areas’. The State wants resources that can gain synergy through the entire project so they can benefit from the knowledge that is gained in the early phases of the project through its end, which is about a 2 year project.

Qualifications:
1. Will have a minimum of five years of claims and reference experience in the maintenance and modification of an MMIS
2. Shall possess strong requirements gathering and reporting skills and have the ability to facilitate the discovery and requirements gathering sessions as required
3. Will have a minimum of one year of experience working with ICD-9 and ICD-10 regulations and the MITA framework necessary to complete the successful transition to the new code set
4. Shall be customer focused – meaning must be able to understand the importance of stakeholder business objectives and drive the process toward achieving those objectives
5. Shall possess strong interpersonal skills and have a proven track record of working with all levels of individuals within a large organization consisting of both technical and cross-organizational business and operational departments
6. Will have the necessary skills to effectively assist State project leads with the day-to-day project management tasks assigned
7. Shall be 100% dedicated to the project and work on-site at the One W. Wilson State Office site in Madison, Wisconsin or another State designated location
8. Will have a minimum of three years prior experience in reimbursement methodologies in order to assist the State in developing a plan to implement changes to the States reimbursement methodologies
9. Will have a minimum of three years of experience performing IV&V services for initiatives in a government environment

They were initially contracted to do IV&V work as well as create a plan for the reimbursement methodology. However, XXXX in WI has approached them to help with the ICD9-10 conversion but need candidates to meet original contract to be compliant with everything. The BA's will work with the internal XXXX policy experts(who understand what is covered in Medicaid and sets policies to govern the programs), take requirements of what they'll need done in the MMIS, and take that to the System(technical) experts which are HP folks, to make sure they do what is needed. This person will also create tests plans and perform UAT. This is all for the remediation of the MMIS for ICD-10. There will be gray area on how someone meets all the requirements. IV&V is a requirement but if someone has done non 3rd party (which is the I part of IV&V) validation/verification work they could probably make that work. This could come in the form of testing the systems and the policies to make sure the changes conform to the policy. They also will need to have an understanding/awareness of Reimbursement Methodologies which is a formula/methodology of how pricing works based on the severity and procedures performed of someone that's in In-Patient Hospital. If someone has MMIS Claims Processing experience that would suffice.
