DAILY DUTIES / RESPONSIBILITIES:
This position is located within the Public Service Commission. Vendor will lead new initiative to rewrite the Docket Management System (DMS) from ColdFusion Version 10 to .NET Framework 4.0 or higher. The vendor will be responsible for transferring knowledge and training the PSC’s Senior Applications Analyst. Thus, the vendor will not only rewrite the DMS in .NET Framework but will also operate in knowledge transfer mode and training. The vendor must be available to work in the PSC’s offices, when transferring knowledge and providing training to the Senior Applications Analyst. Upon completion of the rewrite of DMS, the Senior Applications Analyst will be able to update and maintain the Commission’s DMS independent of assistance from the vendor. The vendor will serve as a senior resource in troubleshooting and solving complex technical issues and assist agency management in making short and long term decisions regarding information technology growth and development

JOb Descritption
The PSC’s DMS is currently written using ColdFusion Version 10 and runs on a Microsoft Windows 2008 Server R2. In 2005, the Commission began adding PDF versions of filed documents to the DMS. Prior to this time, DMS was basically a “shell” that contained basic information regarding filings such as the name of the applicant, the date the application was filed, and a general listing of the type of matter that was filed. Now, however, the DMS is used internally to process documents that are filed in Commission dockets or cases. The DMS is also used externally by the public to view filed documents and to electronically file documents with the Commission. DMS is basically the “electronic face” of the Commission to the public and other stakeholders.
Knowledge of and field experience with Windows Server operating systems with skill emphasis on installation, configuration and monitoring expressly related to Microsoft Exchange 2007 and 2010 is absolutely essential. Knowledge of SQL Server, ColdFusion, C#, Visual Basic, and .NET are required. Ability to establish positive working relationships with technical staff, customers and others involved in server management. The vendor must have good written and verbal communication skills as well as sound interpersonal skills along with a proven track record of working well with customers

REQUIRED EDUCATION:
A bachelor's degree in computer science or information systems and ten (10) years’ experience in the support of Intel-based enterprise Microsoft servers.

REQUIRED CERTIFICATIONS: None Required, Microsoft certified solutions developer and Microsoft certified applications developer Highly Desirable
