Job Description:
DAILY DUTIES/RESPONSIBILITIES
The Document Management Engineer is responsible for designing, documenting, configuring, and implementing Hyland's OnBase document management system.
DUTIES INCLUDE:
*Works with business owners, stakeholders, potential users, enterprise architects, and other software engineers to elicit, develop, and document business process flows related to enterprise-wide document management.
*Designs and documents enterprise system architecture for Document Management requirements for use as part of the State's Medicaid Enterprise Systems.
*Configures and implements the designs using Hyland's OnBase document management system
*Works with Clemson's infrastructure team (CSO) on document management infrastructure and operations
*Provides production support for document management system
*Manages and coordinates with 3rd party vendors for document management systems and asks as the point of contact for document management for the project
*Provides technical training/mentoring and input to other related software teams on the integration and interoperation's of the document management system with other systems in the Medicaid Enterprise
*Provides leadership to the project team regarding the strategy and approach
*Ensures that all deliverables and activities are completed with high quality and in a timely fashion
*Repots on project status and strategies orally and in writing
*Other duties as assigned
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE)
The Document Management Engineer role has three major attributes: enterprise-class document management leadership, document management software configuration/implementation, and effective participation/contribution to a broader enterprise modernization project (document management is one component). Candidate must display excellence in all areas.
*Demonstrated experience implementing Hyland's OnBase system
*Strong background in enterprise document management systems
*Deep knowledge of document management best practices
*Understanding of IT development and implementation projects
*Vendor Management experience
*Project planning experience
*Superb written and oral communication skills, including the ability to elicit requirements, document system as build, and develop business process models,. Strong proficiency in English is required.
*Impeccable integrity. This project will have very high visibility and will impact significant expenditures of public funds. Candidates must be confident with their abilities to make correct decisions and the courage to speak out when necessary
*Willingness and ability to effectively engage with people and organizations on a continuous basis
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
*Medicaid eligibility system/business operations experience
*Medicaid Management Information System (MMIS) experience
*Public sector experience is a plus
REQUIRED EDUCATION
Bachelors degree in a technical, business or field. Masters degree is desirable.
REQUIRED CERTIFICATIONS:
None Required. Certification and/or training for Hyland's OnBase document management system is beneficial.
