| Duties & Responsibilites : | • Develop a definition for eGovernment based on research on state/national/international models and identification of best practices
• Develop a questionnaire to be used to gather relevant data elements about eGovernment services across state agencies
• Catalogue all eGovernment services in a central repository
• Develop dashboards and summary reports on the data. These dashboards are envisioned to include various views into and slices of the data – for example, number of eGovernment services by type (G2C, G2B, G2G, G2E); number of agency affinity grouping (Health and Human Services, Public Safety, etc.), number of eGovernment services that are external facing versus internal facing, eGovernmnet intensity (# and % of eGovernment services by agency), etc.
• Perform other broadband and eGovernment related research as appropriate to carry out the objectives of the commonwealth’s broadband planning efforts.
Key milestones from this assignment are outlined below:
1. eGovernment Research Findings – to inform refinement of definitions and models
2. eGovernment Questionnaire for Agencies
3. eGovernment services inventory matrix (note that this can be done in excel)
4. eGovernment Services Findings – Executive Summary
5. eGovernment – Summary reports and Dashboard views (note that this can be done in excel)
Required Skills:
- Ability to conduct extensive, thorough research to determine "as is" status to assist with strategic plan creation Required-5 Years
- Knowledge and understanding of PM methodologies Required-5 Years
- Research experience and ability to research outside programs to establish best practices Required-5 Years
- Ability to capture/sort/classify inventory information to be used for creating data models. (Excel will be used for this) Required-5 Years
- Ability to create Maturity Models Required- 5 Years
- Proven Organizational skills Required-5 Years
- Ability to use MS word, Excel, Visio and PPT Required- 5 Years
- Identifies risks, prepares risk mitigation plans and executes contingency plans Required-5 Years
- Ability to work independently and produce a high quality work product with minimal supervision Required-5 Years
- Communicate corrective actions when required, if a project fails behind schedule Required-5 Years
- Ability to conduct oral presentations and telecommunicate effectively both orally and in writing Required- 5 Years
- Strong documentation experience Required-5 Years
