Client has engaged a vendor to implement a complex, multi-year, enterprise-wide IT project. The PM will report directly to the Client’s Chief Technology Officer & will manage the project in partnership with the vendor's PM.
• Following standard project management industry practices, such as the Project Management Institute’s framework
• Understanding and ensuring the delivery of the business and technical objectives of the project
• Leading and managing the efforts of IT staff, business staff, and vendors, and serving as a liaison to external stakeholders; building an effective team with representatives from each of these areas
• Working with the vendor partner to ensure the project meets business requirements and achieves milestones according to agreed upon schedule, cost and scope
• Ensuring that deliverables comply with specifications, policies, regulations and standards
• Monitoring, tracking, and reporting all project risks, issues, and potential changes to scope, schedule, cost, or quality
• Participating in vendor negotiations, preparing procurement documentation and managing vendor contracts
• Creating and managing project plans and schedules, managing the project budget, identifying staffing or technical resource needs, project status reporting, and facilitation of deliverable review and approval – project will not have a Project Coordinator
Required Skill Set:
• 15 or more years of information technology project management experience
• Demonstrated and advanced experience in managing complex, enterprise-wide information technology-based projects
• Demonstrated and advanced understanding of project management methodologies
• Ability to establish and maintain effective working relationships with Commission IT and business staff, vendor partners and the general public
• Critical thinking and advanced problem-solving skills and abilities
• In-depth knowledge of and extensive experience with traditional systems development life cycle and related project documentation
• Exceptional verbal and written communication skills
• Ability to envision the big picture, while providing meticulous attention to detail
• Ability to balance multiple tasks simultaneously and to work independently
• Strong working knowledge of Microsoft Office and Microsoft Project
• Active Project Management Professional (PMP) certification
Desirable Skill Set:
• Graduation from a four year college or university with major course work in Computer Science, Management or Systems Software
• Experience with implementing enterprise-wide document management and workflow systems
• Experience with implementing enterprise-wide business process improvement
• Experience with replacing a legacy mainframe environment with a server-based environment
• Experience managing large-scale software development with these technologies: Sharepoint, K2 Blackpearl, Visio, Oracle, SQL Server, .Net Framework |
