Project Manager Services
-SAP Platform, Procure to Pay Project Series

Seeking a highly-qualified candidate to serve as project manager, with subject matter expertise in SAP Procure to Pay (P2P) business processes, inclusive of concentrated knowledge of Business-to-Government (B2G) automation, public sector procurement requirements, specifically for City government and/or public utility.
-Project sponsors include the City’s Finance Department and Information Technology (IT) Department.
-The project manager will report to the IT Department’s Program Management Office and serve as a resource to the IT Department’s SAP Business Solutions team.
-The project manager will adhere to the internal processes for project management and status reporting.

Statement of Services:
Requirements:

-Direct and manage a Procurement SAP P2P project inclusive of the blueprinting phase with possible extension to Realization Phase I and Phase II.
-The blueprinting phase will ensure integration, coordination, and consistency of the Purchasing processes throughout the .

Responsibilities for this position include:
-Deliver the required product(s) for the blueprinting phase
-Manage the people, work, and resources involved
- Ensure the project stays on schedule.
- Create and maintain a detailed project plan, analysis, scope, definition and process development
-Facilitate design workshop format and logistics for the requirements and process modeling design
-Report to respective stakeholders and escalate decisions and unresolved issues in a timely manner
-Ensure adherence to the organizations project management policies:

Experience Required:
-5+ years relevant Information Technology experience
-2+ projects as a SAP P2P Project Manager applying standard project methodologies including ASAP and Agile methodology and Solution Manager.
-2+ projects as an experienced facilitator conducting detailed workshops to ensure collaboration for business requirements, process modeling with knowledge of City government processes.
-Possess expertise in organization change management, the people side of change, to create a collaborative environment to bring diverse views together for a common approach to business processes and solutions.
-3+years in SAP P2P processes including Vendor Master, RFQ, RFP, Purchase Requisitions, Purchase Orders, Contracts, Supplier Catalogs, SRM Vendor Portal, KPI’s and Reporting.

-The qualified candidate will serve in the role as project manager and subject matter expert for the first of a series of projects.
-Upon successful completion of the blueprinting project, it may be possible to extend the contract an additional 6 months to a year for the follow-on phases.

-Procure to Pay Realization Phase II Project
-Procure to Pay Blueprint Project High-Level Scope:
-We will be documenting the entire to-be flow in the procedure to pay process for the Public Utilities.
-Within this phase, we will need to consider all related business process and system change requirements including vendor master, purchase requisition, RFQ’s, prices, purchase orders, p-card purchases, supplier catalogs, reporting, and automated business to business tools for invoices.

Methodology and Phase Requirements:
-The qualified candidate will employ project management methodology for the first two bullet points, Project Preparation and Blueprint.

Task Resourcing:
-Project resourcing will be provisioned by City IT staff, City business staff, and potentially consultants.

Availability:
-We would like the qualified project manager to start as soon as possible.
-The initial commitment will be through the blueprinting phase which is estimated to be 3 months.
-Upon successful completion of the blue printing phase, we will be looking for the option to renew the contract for Phase I and Phase II.
-Possible Contract extension for Phase I and Phase II
-Phase I and Phase II are possible extensions based on successful completion of the Blueprint Phase.
-Procure to Pay Realization Phase I Project High-Level Scope:
-Phase 1 will be realizing the quick wins to try to alleviate some of the inefficiencies in the current business process and SAP configuration.
-Procure to Pay Realization Phase II Project High-Level Scope:
-Phase 2 will be all of the remaining items required to realize their full ‘to-be’ state laid out in the blueprinting process.
-The Realization, Final Preparation, Go-Live Support and Run would be part of Phase I and Phase II.
