The Government requires experienced expert contractor services to provide
technical IT support of the UNIX (e.g., Oracle/Sun) enterprise-

level server-based components of the Library of Congress’s (LOC) technology
infrastructure.



The Contractor shall provide IT technical consulting services of
significant expertise and experience with the UNIX server-based

hardware and software operated as part of LOC’s technology infrastructure
by the Chief Information Officer. The consultant shall

provide ongoing recommendations and Best Practices from a technical and
operational level of expertise to the ITS customer. The

consultant shall also participate as part of a consultative team to
maintain and enhance the LOC's IT architecture at three (3) data centers

in three (3) locations. Support areas include best practices/architecture,
services and tools, and optimization of the infrastructure

operations including digital content management and delivery components.



The Contractor shall provide technical consulting services of significant
skills and experience to configure, operate and maintain the

LOC's UNIX enterprise hardware and associated software as part of LOC’s
technology infrastructure.



*The Contractor shall perform the following tasks.*



a) Infrastructure Management and Optimization (Oracle/Sun/UNIX Servers and
Software)

The Contractor shall:

1) Provide operational troubleshooting to identify the root-cause analysis
of issues related to UNIX enterprise

servers, server-based software and related storage components, with the
objective of operational optimization for

engineers and content management/content delivery requirements.

2) Identify appropriate and optimal configuration of solutions, including
the integration of UNIX components with

other hardware and software within the current and planned infrastructure
(for example, Oracle/Sun enterprise

servers using storage systems from multiple vendors).

3) Document and implement Best Practices in the analysis of, and in testing
product updates and patches, and

the deployment of updates and patches.

4) Establish, deploy and tune Best Practices for monitoring and operational
performance. Identify methods for

the effective monitoring and operational performance tuning in multi-vendor
multi-technology configurations

that require monitoring across multiple diverse hardware and software
components.

5) Through discussions and demonstration, provide periodic knowledge
transfer services, as needed to designated

LOC staff covering the long-term planning, management, normal operation,
and maintenance of the UNIX

components.

6) Establish Best Practices for monitoring new vulnerability and threat
alerts as related to the UNIX component

environment.

7) Provide ITS with on-going architecture updates for diagrams,
configuration guide(s), and supporting

documentation for the UNIX components when necessary.



b) System Maintenance Support (UNIX Servers and Software)

The Contractor shall:

1) Install, administer and maintain existing Oracle/Sun and other UNIX
based servers and related virtualization

requirements.

2) Manage, monitor and optimize the migration of digital content among the
UNIX servers and storage

environment(s).

3) Configure and optimize filesystem monitoring with LOC monitoring tools.

4) Analyze, inventory, and optimize the storage file systems attached to
the UNIX servers.

5) Assist Library staff when issues occur with UNIX scripting and utilities
(e.g., BASH, PERL, Python, ‘rsync’,

‘sshfs’, ‘scp’.



*Qualifications:*



The detailed requirement for the  :  Oracle/Sun/UNIX Expert.



a) Minimum of ten (10) years of general experience in the functional
area(s) described below.

b) Minimum of two (2) years experience with Red Hat Linux on UNIX machines.

c) Minimum of two (2) years experience with Oracle/Sun Solaris or
equivalent UNIX operating system.

d) Minimum of one (1) year using UNIX scripting and utilities (e.g., BASH,
PERL, Python, ‘rsync’, ‘sshfs’, ‘scp’).

e) Ability to assist in establishing Best Practices for solution
architecture of designated UNIX components

(Oracle/Sun servers, AIX servers, Linux servers) including analysis of
requirements related to improvements in

capacity and speed to be implemented within the technical infrastructure in
support of content management

workflows.

f) Ability to assist in design, planning and implementation of improvements
in capacity, speed, reliability and

availability of components at primary and alternative data centers.



Ability to assist in operational troubleshooting and root-cause analysis of
issues, with the objective of

operational optimization for internal user requirements and engineers.



g)Ability to assist in operational troubleshooting and root-cause analysis
of issues, with the objective of

operational optimization for internal user requirements and engineers.

h) Ability to assist in identifying appropriate and optimized configuration
of solutions, including integration within

the current and planned infrastructure.

i) Ability to assist in migration of files and software from/to UNIX
hardware and software products.

j) Ability to assist in documenting and implementing Best Practices in
analysis of and testing product updates and

patches, and deployment of updates and patches.

k) Ability to assist in establishing Best Practices for monitoring and
operational performance optimization.

l) Ability to, through discussions and demonstration, provide periodic
knowledge transfer services, as needed to

UNIX components.

m) Ability to establish Best Practices for monitoring new vulnerability and
threat alerts as related to the UNIX

component environment.
