Rate: $45/hr

 


I.          DESCRIPTION OF SERVICES


The Department of Information Resources (DIR) requires the services of three
Configuration Management Developer Analyst, hereafter referred to as
Worker(s), who meets the general qualifications of ITSAC Developer Analyst 2
Category, Core Technology Type and the specifications outlined in this
document for the Texas Department of Health and Human Services (HHSC)
Enterprise Applications.  

 

            All work products resulting from the project shall be considered
"works made for hire" and are the property of the HHSC.  HHSC may include
pre-selection requirements that potential Vendors (and their Workers) submit
to and satisfy criminal background checks as authorized by the Texas law.
HHSC will pay no fees for interviews or discussions, which occur during the
process of selecting a Worker(s).

 

  As part of HHSC EA initiatives, the worker will perform the following
activities to accomplish the following goals:

A.      Integrate and build software releases with a follow-up on
investigating reported failures.  Troubleshoots and solves problems relating
to computer systems or programs.

B.      Designs and implements build procedures that are used to support
software products development and use. Trains software developers in the use
of configuration management tools and the implementation of software quality
standards.

C.      Assist in the design, development, and maintenance of various
computer applications.  Coordinates, plans, and schedules the installation
or training for new or revised systems and defines business process
requirements.

D.      Maintain a change request process, maintain CM documentation in an
intranet repository and generate and distribute CM reports as requested.

E.       Store and retrieve configuration items from a configuration
management system to include but not limited to, store and recover archived
versions of configuration items; store, update, and retrieve configuration
management records and create configuration management reports from the
configuration management system.

F.       Create technical applications architecture and design
documentation, as required.

G.      Work with other technical project managers, project architects, lead
web/java developers, lead database developers, and system administrators, as
required.

H.      Address and lead new or changed requirements and failures and
defects in the work products.

I.        Perform system analysis and problem resolution.

J.        Provide support for configuration planning, management, and
control of the Configuration Control Board.

K.      Provide technical leadership for all code management efforts.

L.       Participate in management and technical reviews and support CM
audits.

M.     Attend program design, coding and test walk-through meetings to
provide leadership regarding technical standards and customer requirements.

N.      Other duties as assigned.


II.                WORKER SKILLS AND QUALIFICATIONS

Proficiency with UNIX (AIS) and Windows operating systems

Build and deployment automation of Java applications in J2EE.

III.       TERM OF SERVICE

Services expect to start approximately December 1, 2009 and are expected to
be completed by May 28, 2010.  Total estimated Worker hours shall not exceed
960 hours per worker.  This service may be amended, renewed, and/or extended
providing both parties agree to do so in writing.  

 

IV.       WORK HOURS AND LOCATION

A.     Services shall be provided during normal business hours unless
otherwise coordinated through the HHSC. Normal business hours are Monday
through Friday from 9:00 AM through 5:00 PM, excluding State holidays when
the agency is closed. 

B.     The primary work location(s) will be at 8317 Cross Park Drive, Suite
120, Austin, Texas 78754.  Any and all travel, per diem, parking, and/or
living expenses shall be at the Worker's and/or Vendor's expense.
