Develop expertise in the business; processes, requirements, and rules, of the Elections Division for the purposes of improving the ORESTAR application. Meet with business unit customers to determine opportunities for both technical and non-technical solutions to business needs, including process improvement and IT system enhancements. Communicate with the customers in a non-technical language. Work with the assigned Project Manager (PM) and Lead Systems Analyst (LSA) and other IS subject matter experts to plan customers information systems requirements and user support functions. Prepare written documentation and make oral presentations to business area and ISD management on ways to improve information systems. Provide input to the PM and LSA for cost-benefit analyses, feasibility studies, and procedure and business process analysis for assigned business areas. *Systems Design & Development* Assist in the designing, development, and maintenance of IT application solutions. Elicit and document system requirements for IT applications. Conduct research and make recommendations related to automation techniques which significantly extend the efficiency and effectiveness of computing resources. Evaluate computer hardware, software, systems, and make recommendations to meet customer needs. Analyze customer application requirements and recommend options to best use application software. Evaluate information requirements and design in the areas of data processing, office automation, records management, financial and accounting systems, and other specialized areas. Elicit and analyze user requirements and translate them into systems specifications. Reviews, analyzes, and evaluates business systems and user needs. Documents requirements, defines scope and objectives, and formulates systems to parallel overall business strategies. Requires a bachelor's degree in area of specialty and at least 6 years or equivalent experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. May lead and direct the work of Contractor staff.
