*Background*

The Enterprise Applications Office is seeking a temporary consultant to
perform applications development, business and system analysis; develop
technical specifications, documentation, build, and unit test in compliance
with standards and procedures, and assist in testing systems to deliver
technology solutions to business users. This activity is in support of the
PeopleSoft HCM  Benefits and related projects

*TECHNICAL REQUIREMENTS*

Assist the enterprise application development area with PeopleSoft
Integrator/Support Analysis work in the support of

1)    Analysis for technology related initiatives.

   1. Perform analysis of business processes, business and system
      requirements and system design for the development and configuration of
      software applications that support MTA business requirements
      2. *Perform application code modification to PeopleSoft code
      providing limited customizations or bolt on applications.*
      3. *Design, build,* test and business technical requirements
      4. Prepare technical reports by collecting, analyzing, and
      summarizing information and trends
      5. Develop and maintain technical and standard documentation for
      program development activity in a timely and high quality manner
      6. Maintain system protocols by writing and updating procedures
      7. Develop and maintain of system and functional test plans that
      adequately test the defined requirements and functions
      8. Document As-Is and To-Be process flows for existing and future
      systems
      9. Coordinate and facilitate meetings such as requirements, and
      various status reports



2)    Adhere to a Standard Project Development Life Cycle approach

   1. Develop and support critical project documentation throughout the
   project life cycle, from Initiation and Requirements stages through Design,
   Development, Test, Implementation and Closeout. This includes but is not
   limited to As-Is and To-Be process flows, Requirements Documentation,
   Design Documentation, Build Documentation, Unit Test result etc.
   2. Support system integration testing, UAT, and implementation cutover
   testing

*CONSULTANT Qualifications*

   - Minimum of 10 years of experience in PeopleSoft Integrator / Support
   Analyst role
   - Experience with PeopleSoft Benefits modules including Base Benefits,
   Benefits Administration, eBenefits and Carrier interfaces.
   - Detailed understanding of PeopleSoft 9.2 module in FSCM, HCM, ELM,
   EPM, Pension and expertise with PeopleTools 8.49 or higher
   - Java, SQL, XML, App designer, BI Publisher, TOAD
   - Excellent oral, written, presentation, and communication skills
   - Excellent inter-personal skills including the ability to work with
   individuals at all levels of the organization
   - Strong analytical and problem solving skills
   - Ability to effectively prioritize and execute in a high-pressure
   environment
   - Ability to independently set priorities and meet deadlines in a fast
   paced environment; a self-starter

*Statement of the Purpose*

Client is looking for highly skilled technical and functional position with
up-to-date, expert knowledge of Enterprise Resource Planning Applications,
computers, and communications systems, industry standards and trends,
current and evolving vendor products and services across a broad range of
technology categories including PeopleSoft.  Utilizing this experience, the
Technologist will design business solutions, analyze production issues,
work with IT to produce customizations, evaluate and advise the
implementation of technologies integrated with the MTA Business Service
Center (BSC) PeopleSoft system to best meet the consolidated needs of the
MTA and its constituent agencies.  This position will be assigned to work
in the BSC Procurement Department to support the critical business
functions (Purchasing, eProcurement, Inventory, Commitment Control,
Strategic Sourcing, eSupplier and Accounts Payable) and the integration
with various systems throughout the MTA and the agencies and with 3rd party
catalog management providers.  These touch points systems at the agencies
range from home grown legacy systems, customized off the shelf (COTS)
products and leading edge state of the art transportation and information
systems



*Statement of the Scope of Work*

The services of five (5) PeopleSoft Technologists to do the following:

a)            Shared Document assessment:

o             Assess, review and organize the storage of the documents on
shared drive.

o             Provide recommendations and implement changes to the
structure and advise on tools necessary.

b)            Design Document Assessment:

o             Develop gap analysis (if needed beyond what was already done)

o             Update existing or develop missing functional/technical
documents identified in the gap analysis and any new customizations being
built in 9.0

o             Update functional designs for the 9.2 upgrade or create new
functional design documents

o             Recommend Test requirements (positive and negative) for the
functional designs

c)            QA Documents recommendations

o             Review and advise on the Functional and technical documents
for Quality Assurance and Quality Control.

d)            Process flow documents

o             Review, advise and update where necessary the existing
process flow documents.

o             Develop gap analysis.

o             Develop process document identified during gap analysis.

e)            Requirement gathering

o             Meet with subject matter experts on gather the necessary
requirements for the design documents, training requirements, testing
documents or other data gathering related to the 9.2 upgrade.

f)             Other PeopleSoft Support

Support Procurement PeopleSoft production including troubleshooting error
messages, closing requisitions, purchase orders and contracts, clean-up of
sourcing errors, interface issues with 3rd party catalog maintenance
providers or bolt-ons, performing testing based on exisiting test script,
UPK development, configuration migration scripting.



*Statement of Consultant Qualifications*

•             The consultants are required to have a minimum of 6 years
experience supporting any of these PeopleSoft applications:

                FIN (includes eProcurement, Inventory, Purchasing,
Procurement, AP, Commitment Control, eSupplier, etc).

                                EPM (includes Data Warehouse)

•             Specific knowledge and experience with PeopleSoft Financials
with specific expertise in PeopleSoft Procurement; Experience with third
party procurement and sourcing technology solutions; Ability to articulate
and communicate concepts, plans, techniques and recommendations to all
levels of corporate management and staff.

•             In depth technical writing experience (3 to 5 years) is
required in:

                                Functional documents

                                Technical documents

                                Process flow documents



 *Statement of the Engagement Period  *

It is projected that the services of the above Consultants will be required
to start as soon as possible and last through completion of the work, or up
to 8 months.
