Position Description:

Plans, conducts, and coordinates software development activities. Designs,
develops, documents, tests, and debugs software that contains logical and
mathematical solutions to business/mission problems or questions in
computer language for solutions by means of data processing equipment.
Applies the appropriate standards, processes, procedures, and tools
throughout the development life cycle. Applies knowledge of computer
hardware and software, subject matter to be programmed in business/mission
applications, information processing techniques used, and information
gathered from system users to develop software. Corrects program errors,
prepares operating instructions, compiles documentation of program
development, and analyzes system capabilities to resolve questions of
program intent, output requirements, input data acquisition, programming
techniques, and controls. Ensures software standards are met.

Responsibilities:

The candidate will be responsible for performing program and or project
level engineering assessments of numerous Census specific applications in a
Systems of Systems (SoS) environment in preparation for the Decennial
Census using established engineering processes and USCB policy and
procedures. The candidate will perform on a multi-discipline team to
analyze the current state of systems, and make recommendations to ensure
applications are secure, scalable, and reliable to support the Decennial
mission.  Must be capable of providing detailed technical support for
software development programs with minimal management supervision. Must
have detailed knowledge of modern software development processes, to
include object-oriented development and use of tools, and how to apply them
to software application program development. Throughout the program, the
candidate will be required to perform the following:

?              Assessing application requirements including identification,
definition and modeling.

?              Assessing data structures and interactions used in the
application solution.

?              Assessing the prototyping process.

?              Assessing the technology products or application solutions
to fulfill business needs.

?              Assessing the design, development, and testing of
applications solutions to achieve the To-Be state.

?              Assessing the implementation and management of third-party
products needed to support systems and applications, including development
toolkits.

?              Assessing the unit, functional, system, integration,
end-to-end, and performance testing of the solution and address defects to
meet application requirements

?              Assessing the preparation for solution deployment,
deployment of the solution, and post deployment plans.

?              Experience in all phases of the Software Development
Lifecycle (SDLC) and capability to work in both waterfall and agile
development processes. Experience with SAFe preferred.

?              Verifying developed software adheres to Project requirements
(Solution requirements and Non-functional requirements)

?              Conducting code reviews, identify critical software errors
and provide remediation

?              Assessing the integration strategy and plan that addresses
both technical and business needs.

?              Assessing integration patterns, service reuse, and
integration challenges.

?              Ensuring interface compatibility to include reviewing
interface descriptions for completeness.



Required Skills:





?              Mid-level IT Engineer who applies extensive expertise as a
generalist or specialist with significant experience in federal or state
government enterprise-level programs; solves complex problems which require
the regular use of ingenuity and creativity; performs work without
appreciable direction and is reviewed for desired results from a relatively
long term perspective; decisions result in an organization achieving
critical organizational objectives; may function in project leadership
roles and represents the organization as prime customer contact on
significant technical matters on contracts.

?              Experience and expert knowledge of change management
principles, methodologies and tools.

?              Familiarity with project management approaches, tools and
phases of the project lifecycle including Agile.

?              Experience delivering medium-scale Agile development and
project management for complex, mission critical software

?              Tools/Technology Experience: Applies advanced technical
principles, techniques, theories and concepts. Contributes to the
development of new principles and theories. Exposure and usage of
applicable languages and software commensurate with, but not limited to:

a)             Software languages such as Oracle 11g or higher, SAS,
PL/SQL, SQL (ANSI), JAVA, JAVA Script, C/C++, Unix/Linux, XML, HTML, Ajax
and/or other front-end skills, ESRI, WebLogic, Shell Scripting, Perl
Scripting, PBS Pro Workflow, Tomcat, Web Services Development.

b)            Technical Management Tools such as Hewlett Packard (HP)
Application Lifecycle Management (HP ALM), Oracle Business Process Modeling
(BPM), HP UFT/Selenium (Automated Testing), HP Application Lifecycle
Management (HP ALM) Tool, JIRA Agile/Version One, TOAD, Jama/Rally
(Requirements Management), Just In Mind/Axure RP (Rapid Prototyping),
Version Manager, and Serena Business Manager (SBM)

c)             Usability Software such as Microsoft Professional Suite
including Project, VISIO and SharePoint (2010 or newer)

?              Organizational Skills: Can plan and prioritize work, both
their own and that of project team. Follows tasks to their logical
conclusion and makes sure that everything has been done to the right
standard. Good attention to detail.

?              Team Work: Able to enthuse and maintain team interest.
Comfortable working both individually and as part of a team. Prepared to
