·      Minimum 3 years of experience developing J2EE web-based solutions

·      Strong hands on experience with J2EE and Spring framework

·      Strong understanding of Object Oriented principles

·      Experience designing solution based on SOA principles & architecture

·      Experience building services using SOAP, REST & POX (plain old XML)

·      Hands on experience with Oracle Fusion Middleware including Oracle
SOA, Oracle OSB, Oracle Portal, Oracle Policy Automation is preferred

·      Experience using SDLC tools; RRC(Rational Requirements Composure),
RTC (Rational Team Concert) & RQM (Rational Quality Manager) is preferred

·      Excellent interpersonal skills

·      Strong organizational and problem solving abilities

·      Excellent verbal and written communication skills

·      Strong understanding of software development life cycle

correctly leverage the technology stack

·          Conduct design reviews to ensure the design addresses the
corresponding functional design

·           Ensure design adheres to defined SOA principles and
architecture standards

·           Conduct code reviews to ensure the code meets the defined
coding standards



During the interview process with the Ohio Benefits staff, the resource
consultant must demonstrate competence/experience in their specific area(s)
of project assignment. The resource’s experience must also be documented
for review and verification. Offered resources not showing technical or
functional competence/experience will be sufficient reason to reject the
Offeror’s proposal.  It is the responsibility of the Offeror to pre-screen
their candidates to ensure compliance.
