Leads the analysis and design process for database applications and
reports. Serves as a primary liaison between users and EIS and is able to
translate user requests and processes into detailed functional and
technical specifications and project plans. Works in conjunction with
business analysts, application developers and engineers on very complex
projects. Responsibilities include development of report guidelines and
formats, policies, procedures, and documentation. Reviews and modifies
database analysts' specifications and other documents. Provides ongoing
support for production reporting environments and enterprise reporting tool
users across the organization, including data mining and analysis,
training, and query tuning. Facilitates the selection and adoption of new
analysis and reporting tools and technologies throughout the organization.



Job Responsibilities (the scope of responsibility, department and position
levels including knowledge and practice of the clinical/technical skills
necessary to the position):



1.Leads the analysis of project scope and timelines and defines project
requirements. For each assignment, develops a detailed project plan, tasks,
milestones and estimated hours.  Works within the established plans.

2.Works with users to prepare the business case, project charter, project
cost estimation, RFI, RFP, package selection recommendation, and other
project initiation documents in conjunction with business teams.

3.Independently designs simple to moderately complex data models.  Works
with Team Lead or Manager on complex data models.  Uses EIS standard tools
to build and document data models. Works with developers to
reverse-engineer existing databases and create data models and data
dictionaries.

4.Works with users to gather and document requirements for new reports and
for enhancements to existing reports. Facilitates translation of user
requests into programmable specifications. Includes interviewing users to
extract report requirements and mapping report fields to specific search
criteria within databases. Follows EIS standards and uses EIS templates in
gathering and documenting database design and requirements.

5.Leads the development of project-specific documentation including
functional requirements, technical specifications, program documentation,
test plans, metadata, and process flow and business process diagrams.
Validates, reviews, and edits all documentation before it is released to
users; including documentation compiled by other database analysts.

6. Independently writes and optimizes simple to moderately complex
queries.  Works with developers or database administrators on more complex
queries.  Deploys reports electronically using the appropriate enterprise
reporting environment and strategy.  Coordinates the process of moving
reports through the cycle from development to test to production.

7.Provides ongoing technical support and monitoring of online reporting
environments.  Includes running production jobs, monitoring runs and
notifying users of report availability.

8. Provides support to enterprise reporting users across the organization.
Includes answering questions, triaging requests to appropriate teams within
EIS, and researching reported enterprise reporting errors.  Design and
deliver schema training classes and documentation

9. Leads or collaborates in the development of technical policies,
procedures, and documentation.

10. Is familiar with and complies with enterprise policies for security and
confidentiality
