*Location: Harrisburg, PA* *Duration: 5-7 year contract – position will start July 2015 so candidate will need to be available for project at that time* *Multiple positions – need resumes by Friday, Jan 14* This is for a bid and we will need to get a Right to Represent from each candidate. Join our client for a 5-7 year contract position for a GIS Developer or GIS Analyst located in Harrisburg, PA. *Position Description*: This resource will be managed by the Bureau of Information Technology and will be assigned as the primary GIS application developer for the Bureau of State Parks. The particular initiative includes high priority Decision Support System development and enhancements. The work will involve integrating GIS/location-based services, maps, and geodatabases into current internal and mobile platforms. The maps and databases will be for internal staff and public users to perform map-based searches and queries to supplement and replace other information databases and retrieval mechanisms. Another focus is to tie together front end application/database systems with GIS systems to integrate and transfer information between them and provide security permission to the datasets. The resource is responsible for design, coding, application development, testing, and deployment related to the above enhancements. The resource will need to help State Park staff develop GIS layers, attributes, and domains necessary for the system enhancements. This will include development of data collection applications to facilitate the development of the GIS layers. The resource will work as part of Park Information Management System (PIMS) team to enhance the Decision Support System (DSS) web portal, with internal customers, and other application/database developers. Additionally the resource will, as time allows, be tasked with other development tasks where GIS and GPS is being applied within the Department. *Examples of Work*: · Will act as technical lead and developer in development of GIS integrations in existing and newly developed systems. · Will serve as a GIS specialist to design, develop and provide the means through applications to populate new GIS data. · Will serves as a lead consultant, technical advisor, and developer to users and team members regarding new software and technology that will improve and streamline system operations. · The candidate will develop plans to make an orderly transition from an existing functionality to newly designed enhancements. · The candidate will meet, in teams and independently, with principle contacts in the Bureau of State Parks as needed. *Specific Duties*: Utilize current technology to develop critical GIS application systems and functionality Development of integration techniques to link together multiple systems Create application documentation Assist in the support and maintenance of existing applications Continue the development of applications and tools to effectively collect and share DCNR GIS data assets *Requirements*: 3 Years GIS Application Development on Flex and JavaScript API's required Visual Studio Adobe Flash Builder HTML/HTML 5 3 Years ESRI ArcGIS platform experience including required ArcGIS Desktop 9.3.x and higher (3 years) ArcGIS Online (minimum 1 year) Map Service integration experience (3 years) 3 Years Microsoft .NET development (C# preferred) Required 3 Years HTML-based web development Required 2 Years Solid Communication Skills Required 1 Year SQL Server 2008R2 Management and Utilization Nice to Have 1 Year Agile Development Experience (SCRUM) Nice to have Best Regard's *ANILKUMAR GEDDA* *Paradigm InfoTech Inc.* 8830 Stanford Blvd, Suite 312, Columbia, MD 21045.
