Development Manager
Job Description:
The Development Manager has responsibility for the development and
production support of technology products and systems used to run the
business.  The products/systems include custom internet-based web
applications, local windows-based applications, reporting systems, and
related web services and data interfaces. The user base comprises
several thousand users, including client sales representatives,
faculty contracted by the client, client brand and marketing team
members, other vendors contracted by the client, and internal staff/
management. The systems handle data related to tens of thousands of
events annually, and are used to process and track all honorarium and
expense payments issued to faculty who speak at the events.
 Responsibilities:
Manage multiple development teams consisting of full time employees,
on  site consultants and off shore development resources.
. Participate in work prioritization meetings with business team and
clients
. Provide status on change requests worked upon and system defects
. Work with product management to define the priority of changes
requests and projects
. Work with product management to elaborate and clarify requirements
on the system changes
. Work with development team (onshore and offshore) to determine
various effort estimates (optimistic, pessimistic, most likely) etc at
various level of requirements (SOW, High level/detailed requirements)
. Validate and ensure that effort estimate provided by team members
are as accurate as possible
. Develop and maintain resource skills matrix
. Develop and maintain resource allocation to projects and core
maintenance
. Communicate resource requirements to offshore team
. Develop/refine and communicate effort estimate work sheets, project
schedules, and project plans with assumptions/risks/mitigations with
stakeholders
. Manage/Coordinate Test, UAT and Production releases
. Provide weekly/monthly status updates to senior IT management
. Process improvement
. Identify SDM process gaps, lead process improvement efforts, monitor
and ensure adherence to process
. Participate and lead Audit preparation, IT single point of contact
. Troubleshoot system issues and lead debugging and issue resolution
efforts
. Communicate release schedules
. Help troubleshoot system related issues with Tech Ops team members
. Work with Tech Ops to procure S/W, H/W for projects and production
support needs
. Manage releases, monitor and validate application post releases
. Identify performance areas to increase team efficiency (facilitate
common libraries, knowledge sharing etc)
. Review use cases, technology design, data model documents
. Provide directions and guidance on technical architecture for the
development team
. Work with Tech Ops to setup and maintain development and production
environments
. Reports to the Director of Development.
 Requirements:
 . 5+ years of application development and management experience
. 3+ years managing development teams - onshore and offshore
. Hands on experience developing applications using C#, ASP.Net, VB,
SQL   Server, MS Access, HTML, XML
. Experience with build and release management including source
control, automated build and integrated unit testing tools.
. Ability to troubleshoot issues and lead debugging and issue
resolution efforts
. Ability to fully grasp complex system architectures, including
multiple inter-related databases and intricate business rule logic
. Manage end-to-end development process and resources
. Have a proven track record in delivering solutions on time and
within estimates
. Analyze and estimate based on high level requirements and provide
technology direction to development team members
. Ability to identify process gaps and drive process improvements
Interact with senior IT, business and product management, recommend,
plan and implement technology solutions
. Must work independently and with minimal supervision
. Ability to coach and mentor direct reports and peers
. Bachelor's degree in information technology or computer science or
equivalent experience
