Developer must have adequate experience to read existing code, and decide
whether to re-write, re-use, and/or refactor the code
CMS experience
JavaScript (JQuery, Prototype or any JavaScript framework) is essential to
this portal project
*CSS
*SQL - must be able to read/write SQL queries
