I've installed an SQLSt. 7.3.1.0 under NT 4.0 SP 6 .
The installation directory  are identical.

Windows gives an error like "File not found: blah.dll"
if 'blah.dll' _or_one_of_its_dependant_dlls is missing.

Since the SQLSt. setup seems to be OK, most probably
one of the system dlls 'wapi.dll' depends on is missing.

We recommend NT 4.0 SP >=5 and Internet Explorer >= 5.x
(the IE setup contains some system dlls unrelated to the 
 www) for installation.
If you can you should upgrade your system.

If you have a dll dependency checker at hand you could point
it to 'wapi.dll' and see directly what is missing.
