I don't have an answer to your problem... but a comment.

Personally, I feel that sapdb is not well suited to such an environment.

For sapdb to be scaleable in such a way (multiple installations), it seems
to me that it would need to support an option for "common shared memory
pool" for data caching.

would love to be able to run a number of db instances on 1 server - and not
be forced to increase my hardware count as soon as I need more than 5 db
