Carl, I don't have an answer to your problem... but a comment.
Personally, I feel that sapdb is not well suited to such an environment. >From my observation, the data cache is dedicated to each database, so you really end up wasting a lot of server resources (memory). For sapdb to be scaleable in such a way (multiple installations), it seems to me that it would need to support an option for "common shared memory pool" for data caching.
